        This study aims to establish a development strategy for higher education in Indonesia’s marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia’s marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.

        Busan is a representative of ocean cities in South Korea, which attracts many Chinese tourists. As a number of Chinese tourists increase, Chinese tourists’ evaluations of sightseeing resources in Busan appear extremely important. However, there are few researches on Chinese tourists’ evaluations of sightseeing in Busan. The purpose of this paper is to analyze Chinese tourists’ evaluations of Busan tourism. Chinese tourists who travel to Busan are chosen as research objects and several aspects including marine, fisheries and general tourism are investigated to evaluate the tourists’ overall satisfaction of the tourism in Busan. IPA analysis, factor analysis multiple regression analysis are used for the research. The results are as follows. Chinese tourists’ evaluations of the importance and performance level of variables on Busan tourism were significantly different (total 19 of 25 variables) and the performance was lower than importance. This means the outputs of the various Busan tourism elements do not live up to their expectations. The findings show that Chinese visitors have high satisfaction on infrastructures of fisheries tourism (e.g. cleanness of aquatic product tourism facilities and sanitary state on fishery products), but low satisfaction in terms of the contents (e.g. unique cooking method experience of seafood and traditional seafood cooking consumption). The factors of fisheries tourism (e.g. product services of fisheries tourism and the attractiveness of seafood in Busan) never affect their satisfaction and intention to revisit and recommend the city.

        With the increasing improvement of living standard, people pay more attention to the quality and security of their food. There is an increase in the consumption of aquatic products and a vast prospect of its trade. Fisheries as a major one of the traditional industries in China have significant price advantages and natural resources. However, marine pollution in China is more and more serious and the expecting of aquatic products has been seriously influenced by green barriers in the recent years. This paper tries to examine the effect of Chinese marine pollution on export of aquatic products in China. This paper utilizes cointegration test to estimate long-run equilibrium between marine pollution and fisheries products export. The results indicate that real exchange rate and income variable have positive effects and fish price has negative effect on China’s fisheries export to Korea. However, marine pollution variable has no statistically significant effect on dependant variable. And according to the result of China’s fisheries export to Japan, exchange rate has positive effect and both fish price and marine pollution variable have negative effects on export. Lastly, marine pollution and income level have effects on dependant variable in the case of Hong Kong, but exchange rate and price variable have no significant effect on aquatic products export from China to Hong Kong. In a word, marine pollution of China is a serious problem and it has negative effect on Chinese export of aquatic products.

        In the application of the ecosystem-based fisheries assessment Jeonnam marine ranching ecosystem, two fisheries, funnel fishery and trap fishery, were selected as target fisheries. Black seabream, Acanthopagru schlegelii, rock bream, Sebastes inermis, gray mullet, Mugil cephalus, were selected as target species for the funnel fishery, and conger eel, Conger myriaster, was target species for the trap fishery. For assessing indicators of four management objectives, that is the maintenance of sustainability, biodiversity, habitat quality and socio-economic benefits, indicators were selected considering the availability of data, which were 5 indicators for sustainability, 3 indicators for biodiversity, 4 indicators for habitat, 2 indicators for socio-economic benefit. The Objective risk indices for sustainability and biodiversity of two fisheries were estimated at yellow zone, medium risk level. The objective risk indices for habitat and socio-economic benefit were estimated at green zone, safe level. The species risk indices (SRI) were estimated at yellow zone. The fishery risk indices (FRIs) were estimated at 1.143 and 1.400 for funnel net fishery and trap fishery, respectively. Finally the ecosystem risk index estimated at 1.184.

        정치성 구획어업 개발예정지의 해양환경특성을 조사하기 위하여 2001년 8월과 11월 2회에 걸쳐 해양관측이 실시되었다. 관측결과 수온은 마산만에 비해 진동 내 외만 및 서부해역이 8월에는 2℃, 11월에는 약 0.7℃ 정도 놀게 나타났다. 염분은 진동만 서부 해역의 표층 염분농도가 가장 낮았고 진동만과 마산만으로 갈수록 점점 높아지는 경향을 보였다. 마산만 부근해역이 상대적으로 저온 고염을 나타내며, 진동만 서부해역과 진동 내 외만은 고온 저염으로 나타났다. 부유물질의 농도를 살펴보면, 8월의 경우 진동 내만에서 부유물질의 농도가 15mg/L 이상으로 높았다. 11월에는 진동 내만에서 외만으로 갈수록 농도가 마산만의 경우는 내해에서 외해로 갈수록 낮아지는 역 현상을 보였다. 화학적 산소요구량(COD)의 농도는 만산만에서 7mg/L로 가장 높게 나타났다.

        This study deals with litter which has sunk and accumulated on the sea-bed of the Chinhae Bay obtained by using a beam trawler. The litter collected through the duration of survey (1997~1998) were distributed from 8.76~80.63 items/ha and 3.51~108.39 kg/ha, respectively, in quantities and weights. Especially bulky wastes(shell, tires, motorcycle and refrigerator) were composed of 76% of them, next metal and glasses, 29.5%. The seasonal variability of litters in the bay is large, as 62% in April, next August, 23%, in total weights.These discarded substances have the widespread distribution but varied in each sampled area. Therefore they exist in a significant pollutants, as threatening the fishing activities and near marine environment, and also potential damage to marine resources.
