        This paper is to construct the integrated sustainable management (ISM) system. This research focuses on the intergration of two concepts - balanced scorecard management system and the three pillars of sustainability. The system certification, product certification, innovation and participation tools are considered in constitutional elements for ISM system. Finally, this paper proposes the causal analysis, the third assessment, reporting for ISM system.

        There has recently become one of the major concern expressed the general public and regulation agencies concerning health risks associated with indoor air pollution in Korea. A new indoor air quality program under "Legislation of Indoor Air Quality Management for Public Facilities" is enforced to act on the end of May, 2004 by the Korea Ministry of Environment. The purposes of this article were to discuss the sustainable development of indoor air pollution and to strengthen the importance of the sustainability of indoor air quality. Sustainable development is development that meets the needs of the present without compromising the ability future generations to meet their own needs and a new theory that grew out of the conservation / environmental movement of the 1970's. While the conservation/environmental movement asked questions about preserving the Earth's resources, sustainable development includes questions about how human decisions affect the Earth's environment. Sustainable development of environmental pollution has been discussed over the last 20 year in most countries, but an important health problems of indoor air pollution became a social issues in recent years. We must develop global perspectives and maintain effective balance between available resources and human needs. The further understanding of the sustainable development of indoor air pollution is extremely useful in defining the components of healthful indoor air in major indoor environments. Additional information concerning more detailed housing characteristics, daily activity patterns, and seasonal factors which may influence indoor pollutants should provide important information on sustainable development in indoor air pollution.

        1992년 리우 환경개발회의에서 채택된 Agenda 21에서 방사성폐기물의 안전관리를 위한 정책방향이 결정된 후, 국제연합은 방사성폐기물 안전관리를 지속 가능한 발전의 범위에 포함하여 국제원자력기구의 주관 하에 관련 지표의 개발 및 적용을 추진하고 있다. 2002년 국제원자력기구는 방사성폐기물관리에 관한 지속가능 발전지표를 확정하고 현재 운영중인 방사성폐기물 데이터베이스 시스템인 NEWMDB와 연계하여 회원국의 방사성폐기물관리 체계 및 현황을 정량적인 지표로 평가할 예정이다. 본 논문에서는 방사성폐기물에 관한 지속가능 발전지표의 도입근거와 적용상의 한계점을 분석하고, 국제원자력기구가 제시한 지표의 평가방법과 표준화된 절차를 도식화하였다. 도출된 평가절차에 따라 우리나라를 포함한 주요 국가의 방사성폐기물관리 체계 및 현황자료를 이용하여 각 국의 방사성폐기물관리에 관한 지속가능 발전지표를 평가하고 그 결과를 비교 분석하였다. 또한 지표의 향상을 통해 국내 방사성폐기물관리의 지속 가능성을 제고할 수 있는 방안을 도출하였다.

        Purpose: In Korea, win-win growth policy has been successfully implemented in supply chain and logistics management. In the policy, it is recommended to support supply chain partners with various mechanisms including financial and technical aids. This study attempts to scientifically analyze the effects of direct and indirect win-win growth policy factors on supply chain and logistics management performance through partnership factors. Research design, data and methodology: This study builds a structural equation model reflecting the relationship between the win-win growth policy, partnership and performance factors. The proposed model is verified with the PLS (Partial Least Squares regression) methodology. Data from shipper and logistics companies were collected and analyzed by the PLS model. Results: The analysis showed that both direct and indirect policy factors are meaningful to improve supply chain and logistics performance. Indirect support factors including R&D, management innovation, human resources development and educational supports have positive impacts on partnership factors. Direct support factors including financial aids and fairness also have positive impacts on the performance. Conclusions: This study is meaningful in that it suggests a turning point in which supply chain Win-win growth and partnership efforts are perceived as new value-creating mechanism rather than unilateral cost reduction for logistics industry.

        2020년 1월부터 노후화된 공공기반시설의 효율적인 유지관리를 위해 「지속가능한 기반시설 관리 기본법(이하 기반시설관 리법)」이 시행될 예정이다. 법령에 따라 국토교통부장관과 기반시설의 관리감독기관장 및 관리주체 등은 기반시설에 대한 실태조사를 실시할 수 있다. 실태조사는 기반시설의 설계․시공․유지관리․성능개선 정보 및 법정기준의 수립과 이행의 적정성 여부 등을 조사하는 것이다. 이를 통해 구축되는 DB는 향후 통계기반의 정책·계획·기준 수립 등을 위한 분석의 기초자료로 활용될 수 있다.

        노후화되어 가고 있는 공공기반시설에 대해 전략적 투자와 관리방식을 도입하고자 제정된 「지속가능한 기반시설 관리 기본법(이하 “기반시설관리법”」이 시행 예정(’20.1.)이다. 이 법을 통해 안전사고를 미연에 방지하는 한편 기존시설의 수명연장과 성능개선을 통해 재정투자의 효율성이 제고될 것으로 기대된다. 또한 이를 계기로 기존 시설별 사후관리 위주에서 선제적·종합적 관점의 노후 기반시설 관리체계 구축 기반이 마련된다. 향후 신규 제도의 정착과 원활한 이행을 위해서는 세부적인 절차와 방법을 규정하고 개별법에 따른 체계와 충돌되지 않도록 하면서 제도와 기술을 상호 정비하는 과정이 필요하다.

        This study is to explore the relationship between the Fourth Industrial Revolution and the environment using the big data methodology. We scrutinize the trend of the Fourth Industrial revolution, in association with the environment, and provide implications for a more desirable future environmental policy. The results show that the Industrial Revolution has been generally perceived as negative to environment before the 2010s, while it has been widely regarded as positive after the period. It is highly expected that the Fourth Industrial Revolution will be capable of functioning as a new alternative to enhance the quality of the biophysical and social environment. This study justifies that the new wave of technological development may serve as a cure for the enhancement of the environmental quality. The positive linkage between the new technological development and the environment from this study clearly indicates that the environmental industry and environmental technologies will be key economic factors in the next-generation society. They should be of critical importance in shaping our cities into clearer and greener spaces, and people will continuously depend on the development of new environmental technologies in order to correct environmental damages.

        The plastic strategy adopted by the EU in January 2018 was established to implement circular economic policies and the Sustainable Development Goals(SDGs) of the United Nations. The strategy includes the vision and implementation measures to achieve, which are primarily measures to improve recycling and increase demand for recycled plastics. The representative measures include the design that considers recycling possibilities, reinforcement of demand for recycled plastics, suppression of occurrence, and response to micro-plastics. The policies to implement these measures include legislative restrictions and economic measures (EPR, GPP). It is especially desirable that the policies are applied differently depending on the plastic product. The Korean government has established comprehensive measures for all stages from production to recycling, but those measures are not comprehensive compared to the EU’s strategy. The reason is that the refusal of waste collection makes the Korean government establish the approach from the aspect of waste management instead of the implementation of a circular economy or SDGs like the EU. The countermeasures are aimed at achieving a 50% reduction in waste generation amount and a 70% recycling rate. It is considered that the possibility of achieving the goal will increase by examining the measures and policy means in the EU’s plastics strategy.

        국가물류경제의 중축산업인 항만의 지속가능한 운영과 개발을 위해서는 인프라 확충을 통한 경쟁력확보와 더불어 대기오염, 수질 오염, 소음 및 생태계 파괴 등의 항만환경문제로 인한 지역커뮤니티와의 갈등해소가 더 중요한 요소로 부각되고 있다. 우리나라 부산 신항만 개발사업의 경우도 신항만 공사용 바다모래 채취로 인한 어민들과의 갈등 때문에 항만공사가 중단된 경험이 있으며, 그 주요 원인으로 현행 어업피해조사제도를 포함한 항만환경피해에 대한 정량적인 영향성 평가법의 부재와 한계라 할 수 있다. 따라서 본 연구의 주목적은 우리나라 항만의 지속가능한 항만운영 및 개발을 위한 효율적인 항만환경관리에 필수적인 정량적 환경영향성평가 방안의 제시에 있다. 이를 위해 국내 외 항만의 환경정책과 사례분석을 통해 전반적인 항만환경문제와 그 영향(피해)에 대해서 살펴보고, 피해를 입은 환경재와 서비스의 전체적 경제적 가치를 평가할 수 있는 경제적 가치평가법을 제시하였다. 제시된 방법론 중에서 부산 신항만 개발로 따른 정박지 지정으로 인한 해양 생태계 서비스 피해 사례에 대해 보다 과학적으로 추정할 수 있는 Habitat Equivalency Analysis(HEA)를 적용하여, 예시적인 피해액을 추정 하였다. 본 연구의 결과를 토대로, 제시된 항만환경피해에 대한 경제적 영향성평가방법론의 제도적 도입을 통하여 보다 효율적인 항만환경관 리방안을 제시하였다.

        The record by natural disasters, in particular waterrelated hazards of the last decade is far from favorable. According to the Center for Research Epidemology of Disasters, for last 44 years, disasters caused by meteology, climate and water-related hazards caused 3.5million deaths. Since 1960, the cost of disasters in the world were more than 3.5 trillion dollars. Hurricane Katrina devastated New Orleans. The drought has killed an anonymous people in the Horn of Africa. Especially the region of Asia is concentrated 80% of global disasters and the floods and earthquakes have affected millions of people in Pakistan and China. These disasters remind us of the need for violence we have instruments such as the Hyogo Framework for Action (HFA), particularly because the disaster risk factors are numerous: climate change, environmental degradation, poor land use, nonexistent or poorly applied building codes, poverty, and even worse, poor governance by inappropriate and inadequate institutions. Of course there were some important success cases in the last decade. According to the National Report biannually submitted to the web platform “Preventionweb” by Hyogo Framework for Action 2005-2015, many countries have made their efforts for the objective of disaster risk reduction. For example, China has worked hard to stabilize its economic losses in its target range of 1.5% of GDP for last three years. In addition, Turkey will implement its anti-seismic prevention in all schools and hospitals in the country by 2017. Ethiopia has developed a sophisticated data management system to help guide its efforts to tackle not only to drought but also to other natural hazards. These countries as well as many others have included the study of disaster risk in their policy agenda. In Latin America, a cost-benefit analysis in Ecuador found that every dollar invested in reducing disaster risk, eliminating recurring losses from floods and storms, saves ultimately as equivalent as $ 9.50. Similarly, the EU believes that € 1 on the protection against floods earn €6. In the UK, investment in defenses against flooding means that 800,000 properties were protected during storms last winter. In March, the UN member states will meet for the Third World Conference on Disaster Reduction in Sendai, the center of the Tohoku region, which has suffered most from the earthquake and the 2011 tsunami that led to the Fukushima nuclear crisis. All of us as stakeholders in the field of disaster risk reduction have the same question in mind. The world has been up to the ambitious objectives of the HFA? The Leaders of the world must intensify their efforts in the fight against the risks posed by climate change, sea level rise, rapid urbanization and the rapid growth of population. With a strong political commitment at the highest level can enable real progress towards safer, more sustainable future. Also there needs to establish an integrated platform and information system for disaster risk to make policy-makers, economic leaders and all the public understand why disaster risk reduction is important, how we can react about those unexpected risks through early warning system and regular training for prevention and preparedness, what kind of measures are developed for risk assessment, how the scientific information is utilized for risk management.

        This study is to integratedly examine coastal management policy and marine tourism development project for Korean coasts, especially for the South Sea of high development pressure, presenting sustainable tourism development policies for the future. To do so, it is examined central government-level coastal development projects set up by the Ministry of Culture and Tourism, the Ministry of Maritime Affairs and Fisheries and the Ministry cf Construction and Transportation, setting the direction of south coastal management and tourism development at a level of national territory planning. The problems of coastal management first and then the problems of the South Coast Tourism Belt Project are analyzed in order to present political and administrative alternatives. To overcome such problems and make Korea a marine tourism base in East Asia, there is a need for re-recognition of the value of the project and its continuous push through cooperation between central and local governments. Also, under the presupposition of consensus building among local people and the sustainable development of environments, there should be are-recognition that the future cf Korean marine tourism in the 21st-century and the success of an inverted π-axis national development depend on the South coastal Tourism Belt Development Project.

        As a frontier of Sustainable Basin Research Initiative, we commenced a scenario-driven planning and evaluation research project which is to identify the strategic policy scenarios. As a part of the project, this study attempts to estimate the ecological impacts of land cover changes using landscape indices at the whole basin level. We analyzed spatio-temporal characteristics of natural area including forest, agricultural land, water area, barren which play an important role in nature-friendly sustainable watershed management. The results of analysis showed that the size and diversity of natural area have been reduced, while patch number and isolation have been increased in proportion to urbanization in 1974, 1995 and four future scenarios in the Ara River Basin. Also, we estimated that the natural area could be conserved to some degree in the SD or DE scenarios with a concept of environment-friendly development and lifestyle. Various strategic environment policies may be evaluated and designed on the basis of the method, that is, scenario approach and landscape ecological analysis suggested in this study.
