우리나라는 세계 4위의 특허출원국이지만 기술 무역적자는 매년 증가하는 추세이다. 미국, 유럽, 일본 등 각국에 비해서 지적 재산 관련 면에서 뒤져있는 한국으로서 지식기반사회를 이끌고 나갈 수 있는 지적 재산 관리 회사가 필요하다. 2010년에 한국 최초로 설립된 Intellectual Discovery(주)에서는 기업의 특허권은 물론, 지적재산을 많이 생산하는 대학이나 연구기관들의 미활용 지적재산권을 매입관리하거나 라이센싱해서 이들 기관의 연구개발을 활성화시킬 예정이다. 한편으로 특허 소송이나 외국 특허 침해에 대해 건설적인 대응을 할 수 있어야 한다. 이 회사는 앞으로 주식공모를 통해 상장하고 지적 재산 기반으로 펀드를 발행해서 자금을 조달하게 될 것이다. 또한, 대기업과 중소기업 관계를 특허권을 매개로 상생관계를 만들고 자율적이고 창의성 있는 경쟁전략을 마련해서 우리 산업 기술을 선진화시키는 데 기여할 것이다. 이 논문은 이러한 지적 재산 관리회사의 경쟁전략에 대해서 우리나라 특허권 실태와 함께 논의하였다.

According to the World Intellectual Property Organization, South Korea is ranked fourth in thenumber of international patent applications. But criticism is on the rise that their quality is fallingbehind advanced countries. The contribution of local patents to the national economy is lower thanthat in other major countries.A growing number of international patent troll is another problem. The government of SouthKorea would play an important role in coordinating its intellectual property policies with the privatesector. In the long term, South Korea will be transformed into a strong knowledge-based economywith intangible asset as intellectual property.Intellectual Discovery Co. was first founded in Korea in 2010. This company is a privatecompany claiming to invest in patent portfolio, the licensing of these patents and potentially filinglawsuits. The Intellectual Discovery defends its business model by claiming credit for helping tobuild a capital market.This thesis has examined the Intellectual Discovery’s financial strategies that operateinvestment funds and initiate public offerings to the Korea Exchange.
