‘2009년 개정 교육과정’은 총론에서 초등학교의 ‘창의적 체험활동’ 시간에 한자 교육을 할 수 있도록 하였다. 창의적 체험활동은 이전 교육과정에서 편성된 ‘특별 활동’과 ‘재량 활동’의 영역을 통합하여 승계한 것이라 할 수 있다. ‘창의적 체험활 동’ 시간에 한자 교육을 내실 있게 하기 위해서는 현재의 교육과정인 ‘재량 활동’ 과 ‘특별 활동’ 내에서 한자 교육이 어떻게 이루어지고 있는지 실태를 진단할 필요 가 있다. 필자가 전국의 초등학교 363곳을 편의 표집의 방법으로 조사해본 결과, 초등학교에서의 한자 교육은 다양한 형식으로 이루어지고 있으며 수업 시수도 학 교마다 편차가 많았다. 개정 교육과정이 시행되면 ‘창의적 체험활동’과 ‘교과(군)’를 통하여 한자 교육 을 실시 할 수 있다. ‘창의적 체험활동’ 시간을 활용한 한자 교육을 활성화하기 위 해서는 연간 34시간 이상의 실질적 수업시간을 한자 교육에 배정하여야 한다. 연 간 34시간 이상의 시간을 배정하면 학생들이 매주 1시간씩 한자 학습을 할 수 있어서 한자 학습에 대한 학습 부담을 갖지 않게 된다. 또한 교육내용의 체계와 연 계를 도모할 수 있다. ‘교과(군)’를 통한 한자 교육의 운영 방법은 여러 가지 방안이 있으나, 그 중 사 회적 갈등을 최소화할 수 있는 것은 ‘교육과정 별첨 자료안’이다. 이 방법은 이미 제시된 학교 교육과정의 별첨 자료로서 추가하여 제시하는 것으로 ‘초등학교 교육 용 한자 목록’, ‘지도상의 유의점’, ‘교과 학습용 어휘 목록’ 등을 국가 수준에서 제 정하여 학교 현장에 보급하고 단위 학교에서 교사들이 지도할 수 있도록 하는 것 이다. 물론 이러한 일련의 사업은 초등학교 한자 교육에 대한 국가수준의 교육과 정 제정을 선결 요건으로 한다.

In the general summary of ‘the 2009 revised curriculum’, it is stated Chinese character education can be conducted at creative experiential activity class. The creative experiential activity is the combination of extracurricular activity and discretional activity which were included in the previous curriculum. For efficient Chines character education to be done at creative experiential activity class, it is necessary to evaluate Chines character education being done at extracurricular activity and discretional activity classes under the current curriculum. From the result of my convenience sampling of 363 elementary schools nationwide, it was shown that Chinese character education at elementary schools was conducted in various ways and there were differences of class hours among the schools. When the revised curriculum is executed, Chinese character education can be made through creative experiential activity and subject group. To conduct an efficient Chinese character education at creative experiential activity class, no less than 34 hours a year need to be allocated to Chines character education. If more than 34 hours a year are allocated, students can have Chines character class for one hour a week, which will help reduce the workload for the students and also help the contents of education get more organized between difference grades. Different schemes are available for Chines character education through subject group, and ‘the method of additional data to curriculum’ will minimize the social conflicts. It is a method of attaching data to existing curriculum as additional data; the educational authority makes a ‘list of Chines characters for elementary school education’, ‘cautions in education’, a ‘list of vocabulary for learning’ and distributes them to each school for teachers to use them. Setting an elementary school Chinese character education curriculum at the national level shall be prerequisite to such a process.
