본 연구는 노인 고용정책에 대한 연구로 노인일자리 사업을 중심으로 사업의 목표와 추진 현황, 참여자의 특성을 살펴봄으로서 노인 고용정책의 현주소와 이에 대한 진단을 통해서 나아가야할 방향을 모색해보고자 하였다.연구결과 우리나라 노인일자리 사업은 참여정부 때부터는 우리나라의 복지프로그램 일반에 비해 큰 규모로 확장해가고 있다. 정부(인건비) 지원 노인일자리를 기준으로 2004년 3만 5천개의 일자리 창출 실적을 시작으로 2005년에는 4만 7천명, 2006년에는 8만 3천명에게 일자리가 제공되었고, 2007년부터는 10만개가 넘는 일자리가 제공되었다. 이후 이명박 정부에서는 정책적 확대와 사업의 본격화로 2010년 노인일자리사업은 249,207명의 노인이 참여하여 216,441개의 일자리를 창출하였으며, 공익형 일자리가 전체 일자리의 58.6%를 차지하였으며, 민간분야는 전체 일자리의 11.4% 비율을 보였다 전 유형이 목표를 초과달성하였으며, 특히 시장 형이 128.1%로 목표 달성률이 가장 높게 나타나고 있다. 이는 노인 일자리 창출 사업의 다양성 확보와 민간 분야의 일자리 사업 활성화가 필요한 것으로 분석되었다.

This research is about the employment policy for senior citizens, which focuses on the projects of job creating for the elderly, and looks at the goals and process of the projects, and participant’s characteristics in order to find direction through investigating the current situation of employment policy for seniors. The result of the research shows that job crating projects for the elderly has started to expand since the Participatory government, compared to other welfare programs in general in Korea.With the government supporting(personnel expenditure) senior jobs set as an evaluation criteria, 35,000jobs were created in 2004, 47,000 in 2006, and over 100,000jobs were provided to the elderly in 2007.Later, under the Lee Myung-bak government, senior employment program created 216,441jobs, with 249,207 seniors participating, by expanding the program, and operating it fully in 2010, which took 58.6% of public service type jobs, and 11.4% in the private sector.Goals have been achieved in all type of jobs, and especially, market type jobs showed the highest percentage as 128.1%. This is analysed that the diversity of senior employment programs and vitalise job programs in the public sector are necessary.
