필자는 삼척 관련 지리지와 고지도에 기록된 울릉도ㆍ우산도 관련 기록을 통해 삼척을 비롯한 삼척 주변 지역과 울릉도ㆍ독도와의 친연성과 그 관련 기록을 찾고 정리하여 분석한다면 일본의 주장에 더 효과적으로 대응하면서, 울릉도ㆍ독도 지역이 진정 우리의 영토이고, 우리와 함께하는 터전임을 좀 더 명확하게 규명할 수 있음을 살펴보았다. 삼척지역에서는 15세기 기록에 이미 울진현을 비롯한 삼척지역을 중심으로 울릉도ㆍ독도를 삼척 관할로 여겨 각종 地理誌의 古蹟條와 姓氏條ㆍ島嶼條ㆍ人物 條, 古地圖에 표기하고, 이를 언급하여 이 지역 주민들 삶의 터전이었음을 기록으로 남겼음을 알 수 있었다. 특히 이와 같은 기록은 시대의 변화에 따라 울릉도와 독도에 대한 정책 변화와 관리 파견, 그리고 다양한 변동 사항을 그 이후에 만들어진 각종 지리지나 고지도에 반영하였다는 사실을 통해 삼척지역에서 울릉도와 독도에 대하여 신라 이사부 장군이 울릉도를 복속한 이래 지금까지 큰 관심과 애착을 가졌음을 알 수 있었다. 이는 결국 신라 이래 울릉도와 독도가 삼척의 영향력 아래에 있었다는 사실을 반증하는 것이다.

The author has attempted to prove that the UlleungdoㆍDokdo region is our territory and to respond to Japan's claims more effectively through detailed analysis of affinity among the regions around Samcheok and UlleungdoㆍDokdo using records of UlleungdoㆍUsando related facts appeared in Samcheok related geography and antique maps. It is clearly apparent in the records that Ulleungdoㆍ Dokdo were already under Samcheok jurisdiction centered on the Samcheok region including Uljinhyeon in the 15th century, which was indicated on Article of Historical Remains (古蹟條), Article of Family Name (姓氏條), Article of Islands (島 嶼條), Article of Figures (人物條) in various kinds of geography texts and antique maps, and considered as its residents' base. In particular, such records indicate that policy changes and management dispatch regarding Ulleungdo and Dokdo as well as various changed matters were reflected on all types of maps made afterward. These facts show that Samcheok has had a great interest and affection for Ulleungdo and Dokdo since the subjugation by General Isabu of Silla and that Ulleungdo and Dokdo have been eventually under Samcheok's influence.
