현대인에게 있어 정보화라는 거대한 물결은 정치, 경제, 사회, 문화 등 모든 분야에서 활용되고 있으며 사람들의 생활방식을 변화시킬 만큼 큰 영향을 끼치고 있다. 특히 인터넷의 보급은 정보의 대중화 및 보편화를 선도하고 있으며 국민들의 생활양식 전반에 걸친 새로운 변화를 가속화 시키고 있다. 정보사회의 정보격차는 사람이나 지역에 따라 컴퓨터와 인터넷, 방송 등에 접근하지 못하게 됨으로 인해 발생하는 정보 습득의 차이를 말하며 사회활동성이 적고, 정보접근권이 취약한 장애인의 정보격차는 곧 기회의 불평등을 만들고 이는 다시 정보격차 확대로 이어진다. 이러한 악순환을 차단하고 정보격차를 없애기 위해서 요구되는 것이 바로 보편적인 정보 서비스이다. 보편적인 서비스란 국민 모두가 장애, 나이, 성별, 지역, 계층에 상관없이 정보통신기기에 접근해서 정보를 얻을 수 있는 동등한 기회와 권리를 갖는 것을 의미한다. 따라서 일반인과 정보취약계층간의 정보격차 실상을 올바르게 파악하고 정보격차 해소를 위한 노력은 사회구성원의 삶의 질 향상과 사회발전을 위하여 중요한 과제라고 할 수 있다. 본 연구는 정보화 취약계층인 장애인의 정보화 수준 및 정보격차 현황과 실태를 파악하고 이에 대한 현실적인 문제들을 해결해 나갈 수 있는 대처방안을 모색하여 장애인 계층의 정보격차해소를 위한 기초 연구에 기여하고자 한다.

For modern people, the surge of information-oriented society has been utilized and has had great effects on all areas such as political, economic and cultural areas, and the effects have been so great as to have changed the peoples’ way of life.Particularly, the spread of the Internet has led the popularization and generalization of information and has accelerated the changes of the people’s overall way of life. The information gap in the information-oriented society refers to the difference in acquiring information that has happened due to inability to have access to computers, Internet and broadcasting etc. depending on people and regions. The information gap of the handicapped people who are weak in social activities and in having access to information has caused the inequality of opportunity which in turn expands this information gap. What is required to stop this vicious circle and eliminate the information gap is the universal information service.The universal information service means all the people having equal opportunity and rights to have access to the facilities of information communication regardless of being handicapped, age, gender, region, and social class Accordingly, it is an important task to enhance the quality of life of the constituents of society and the development of society to properly grasp the actual conditions of information gap between ordinary people and the people who are weak in getting information and to make efforts to solve this information gap. This study is to grasp the level of information that the handicapped people get, who are vulnerable in information society and the current conditions and realities of the information gap among these people and to explore the appropriate measures to cope with these problems and by doing so to contribute to making basic researches on solving the information gap existing in the handicapped people.
