민관협력지원서비스의 성과평가를 위한 새로운 지표를 개발하는데 있어서 가정정책사업인 건강가정지원센터의 평가체계를 살펴보면서 재평가의 의미를 도출할 수 있었다. 통합적 가정정책의 출발이라는 상징적 의미를 갖고 제정된 건강가정기본법에 따라 설치되는 공적 전달체계로서 건강가정지원센터는 현재 3～4년의 사업경험을 갖고 전국적 네트워크 속에서 사업을 하고 다수의 건강가정지원센터가 처한 다양한 상황과 환경을 고려하여, 내실화 및 활성화에 주목하여 평가지표 및 그 운영체계가 조정될 필요가 있다고 하겠다. 건강가정지원센터 설치 목표를 달성할 수 있기에는 적절한 체제 구축의 수준을 탐색함과 건강가정사업의 지속적 품질 개선을 위한 환류, 그리고 강점과 약점의 분석을 통한 내부적 학습의 기회를 제공하는 것과 공적 전달체계로서 국민과 시민에 대한 책임성 완수와 건강가정지원센터의 성과 홍보라고 할 수 있겠다. 본 연구에서 개발하고자 하는 건강가정지원센터 평가지표는 2008년도까지 활용되어 오던 지표와의 연계성을 견지하면서, 동시에 시기적인 환경과 요소의 변화를 반영하여 차별성을 가져야 하며, 새로운 평가지표를 통한 평가의 목적은, 건강가정지원센터의 질에 대한 전반적인 점검을 통한 일종의 인증개념 혹은 사업 단위 효과성 점검을 통해 지속적인 재정 지원/인센티브 수여의 근거 확보 혹은 기존 건강가정지원센터의 운영상황 점검을 통해 강․약점 점검 및 성장 유도 중 마지막 항목에 보다 적합한 것으로 방향을 정해야 할 것이다. 따라서 각종 컨설팅, 프로그램의 모니터링이라는 기능을 부각시킬 수 있을 것이다.

In order to develop a new index for performance evaluation of the civilian-authority cooperation support service, the implication of re-evaluation was made out by looking at the evaluation system of the healthy household support center that is a household policy project.As a public delivery system placed in accordance with the Healthy Household Basic Act established with a symbolic meaning that is a commencement of the integrate household policy, the healthy household support center is doing the operation in the national network with 3～4 years operation experience so far. In consideration with various situations and environment that a multiple of the healthy household support centers face, the evaluation index and the operation system can be said necessary to be adjusted in light of substantiation and activation. Thanks to a search for the proper level of system development, feedback for continued quality improvement of the healthy household support center, provision of inside learning chance by analysis of strengths and weakness, the fulfillment of responsibility for the nation and civilians, the public relations of the healthy household support center’s performance, the placement objective of the healthy household support center could have been achieved.The evaluation index of the healthy household support center that the study intends to develop should adhere to the association with the index used till 2008 and at the same time it should have a differentiation reflecting timely environment and change of factors. The purpose of the evaluation through the new evaluation index should go for a sort of certification by general check of the healthy household support center’s quality, a security of grounds for continued financial support/incentive grants by checkout of operation unit’s effectiveness or strengths/weaknesses check by checkout of operation condition of the old healthy household support centers and inducement of growth, among which the more fit to the last item is recommended. Therefore, the function like various consulting and program monitoring can be added.
