본 연구는 미국 정부차원의 체계적인 아동학대 관련정책과 그에 따른 아동보호지원시스템에 관하여 살펴보고, 이를 통해 우리나라에 주는 시사점을 도출하여 아동학대와 관련한 정책 수립 및 아동보호지원에 관한 기초자료를 제공하고자 한다.
미국은 1974년 아동학대 예방법을 시작으로 아동학대와 관련한 여러 가지 법을 제정 또는 개정을 통해 국가차원의 관심을 보였다. 이같이 아동학대 관련법에 입각한 아동보호 서비스가 이루어지고 주정부와 지역사회 민간 기관과의 협력체계를 유기적으로 구축하여 체계적인 아동학대 개입이 이루어지고 있다. 그리고 미국에는 신고의무법이 있어 아동학대 사실이 의심되면 신고의무자는 의무적으로 기관에 신고하고, 정부기관에서는 조사와 개입의 단계를 거쳐 아동을 보호한다. 또한 치료서비스를 통한 아동과 가족의 회복을 통해 원가정으로 돌아갈 수 있는 길을 만들어 나가고 있다.
위 연구를 통해 우리나라에 주는 시사점은 아동학대와 관련하여 국가적 차원의 다양한 정책적 지원과 다양한 아동보호 지원시스템의 지원이 필요하며, 신고의무자들이 자발적이고 적극적으로 신고의무를 다하도록 면책의무와, 의무불이행, 허위신고 등에 있을 제재조치를 마련하는 노력이 우선적으로 이루어져야 하겠다.

This paper will provide fundamental resources for making policy regarding child abuse and also child protection support system in Korea through examining the United States’ policy on child abuse and child protection supporting system.
From the child abuse prevention law that was established in 1974, the U.S. has been shown enormous national attention to make and to amend a variety of laws related with child abuse.
According to child abuse law, systematic child protection services and abuse interventions are operating with a mutual relationship between government and private institutions of local community.
Also, the U.S. requires to report the child abuse by law, if there is a doubt of child abuse. It is required to report to the agencies or administration and the government protects the children by operating investigations and interventions.
The U.S. system strives to return the child to their original home by recovering thr relationship between the child and the family with treatment services.
So, we can learn that it is necessary to have a variety of policy support and child protection support system about children abuse by government. Also, the citizens should report child abuse voluntarily and with proactive attitude. If there are failures in reporting or false reports, there needs to be legal sanctions that follows.
