디지털 기술의 발전과 함께 디지털 저작물의 자유로운 유통환경이 갖춰지면서 불법적인 저작물 유통이 저작권산업 성장을 저해하고 있다. 네트워크를 통하여 불법 유통되는 저작물을 차단하기 위해서 다양한 기술적 조치들이 취해지고 있으며, 최근에는 기 배포되어있는 저작물에 대해서도 차단할 수 있는 특징기반 필터링 기술이 웹하드 서비스를 제공하는 사업자를 중심으로 다수 채택되고 있다. 특징기반 필터링 기술은 해당 저작물에 대한 특징 DB를 사전에 구축해야하며, 이를 위해서는 원본 저작물에 대한 접근이 필요하다. 그러나 원본 저작물의 접근에 대한 중복성과 신뢰성 문제가 해결되지 않고 기술업체가 개별적으로 특징 DB를 구축하고 있기 때문에 효과적인 표준 인터페이스의 필요성이 대두되고 있다. 본 연구에서는 제3자에 의해서 신뢰성 있는 표준인터페이스를 제공하여 특징 DB를 효과적으로 구축할 수 있는 시스템을 설계하였다.

As equipping the free delivery environment of the digital content with developing the digital technology, illegal distribution hinders development of the copyright industries. Several technical measures are equipped for blocking the illegal distribution of the copyrighted materials which are delivered through the network and the feature-based filtering technology becomes an object of attention to the OSPs(Online Service Providers) which provide web storage services. The Featured-based filtering technology should build the feature database previously and to access the original content is needed for this purpose. However the standard interface is needed because the problems for duplication and trust are not solved, each technology company build the feature DB respectively. In this paper, we suggested a standard interface system to build the feature DB with a trusted third party.
