올해는 한·일합병 100주년이 되는 해이기도 하나 일본정부는 근래 다시 한 번 독도(竹島)가 일본의 영토라고 주장하여 한·일 지식인의 분개를 야기하였다. 우리는 번영되고 조화로운 동아구역환경을 건축하기 위하여 일본이 추구했던 ‘동아시아공동체’ 구상과 일본의 역사관에 대해 다시 살펴보는 것이 매우 필요하다.한·중·일 세 나라는 지리상으로 상호 인접해 있는 국가로서 또한 예로부터 문화전통이 서로 융합되어 왔다. 각자의 경제발전과 경제 상호 보완성의 존재는 합작을 강화하는데 요구를 제출하고 또한 가능성을 제공하였다. 지역경제의 진일보 발전에 따라 중국과 한국，일본의 경제는 이미 한데 얽혀 있고 한·중·일 경제 발전은 서로 떨어져서는 안 되는 정도에까지 도달하였고 서로간의 의존성은 날이 갈수록 선명해졌다. 한·중·일의 이러한 형세 하에 국제경 쟁력을 제고하기 위하여 반드시 일종의 구역 경제일체화 조직을 건립하여야 한다. 한·중·일의 자유무역구의 건립은 세계에서 인구가 제일 많은 발전도상 국가와 발달한 국가간의 연합에 의해 만든 자유무역구이다. 이 지구는 곧 치열한 국제경쟁에서 유리한 지위에 처하게 될 것이고 자유무역구는 세 나라에 더욱 큰 이익을 가져다 줄 것이며，‘삼영(三盧)’의 국면이 나타나게 된다. 한마디로 말해서 새로운 동북아공동체의 건립은 여기에 속한 모든 나라가 배척 성을 극복하고 상호 이해를 확대하며，공동한 생존 환경을 만들어 가는 것이다.

This paper aims to enlighten the purpose and process of Japanese appropriation of Ulleungdo and Dokdo, which issue the imperialistic invasion of Japan. This paper will find the purpose of Japan’s two is1ands appropriation is breach of Cairo Declaration by taking military base goa1 during Russo-Japan War, especially against Russia Baltic F1eet’s arriva1 in the region.
Japanese Dokdo annexation was Japanese government means to prepare against Russo-Japan War. Around May 15, 1904, when Japan have 10st near1y one third of Japan Nava1 Force in Daren port, Japan hurried to utilize Ulleungdo. There was no other means without construct watch towers in Ulleungdo to strengthen their military power. Japan navy constructed watch tower at Jukpyeon and Ulleungdo comp1eting in August and September. Consequently, Japan Navy Command ordered to survey to construct watch tower on Dokdo on September 25. On1y after four days 1ater, Japan Cabinet secret1y advised Nakai to submit the application of Dokdo(Liancourt) annexation in September 29..
Major period of taking measures for Dokdo annexation was during 5 weeks (1 904.l 2.30-1905.2.6) when Dogo the Navy genera1 stayed in Tokyo by the order of military commander. This period is same as the staying days (1 904.12.29-1905.2.6) by Nosibae of Baltic F1eet. This historica1 fact proves Japanese Dokdo annexation is deep1y re1ated to Russo-Japan War. The announcement day of Dokdo territory annexation(2.22) was the next day of Dogo ‘ s announcement day(2.21) for the finishing the preparation work for the battle with Russia. The method of announcement was only through regional Shimane prefecture announcement without any governmental announcement on Gazetteto escape the power’s interruption. At that time, America worried Japanese excessive triumph and tried to restrict Japan toward Russia.
As the historical fact proves, no other logic can deny the greed of Japan for Dokdo territory annexation relate to Russo-Japan War. War should accompany ’Greed’ and ’Violence’. There is no rediscussion for the regulatory means about the Japanese breach on Cairo Declaration for Japanese Dokdo Appropriation.
