1420년대 강원도 관아는 일본과의 접촉이 거의 없었고，그때까 지 왜구들과의 접촉은 평화적인 교역으로 이루어지고 있었다. 이러한 일본인과의 교류방식 변화는 조선전기 강원도의 우산도와 울릉도 섬에 대한 정책으로 조선조정에게 알려졌다. 그리고 경상도 의 제포，부산포，그리고 염포 3개의 항구에서 접촉이 주로 이루어진 교역은 수군영의 보호된 지역에서 일본과의 교역통로로 집중되었다. 조선조정은 경상도 삼포에서 성공적으로 일본인 교역을 허용하는 정책을 수행함에 따라 모든 강원도 지역을 일본인들의 출현을 금지하였다. 강원도 지역에는 일본인들이 문인을 가지고 도항할 곳이 없었다. 즉 조선조정은 일본 배가 부적절한 방식으로 해안 수역에 나타나지 못하도록 제한하였다. 강원도 해안에는 섬이 적은 관계로 일본인들이 강원도로 내왕하기 어려웠다. 조선시대 우산도와 울릉도 역사는 일본인 접촉과 교류로 연관되어 있었다.

Officials in 江原道Kangwðn Province had little contact with Japanese from the 1420s, by which time peaceful trade had replaced the violent 홉攻 raids of pirates. These changes in patterns of 日本A 의 交流Japanese interaction informed the Chosðn government ’ s policies toward the islands of Usan-do 千山島and 響陸島 Ullì:íng-do in Kangwðn Province in 朝蘇前期the early Chosðn period. And the concentration of contact in the three ports of Che p ’ 0 , Pusan-p ’ 0 , and Yðm-p ’ o in Kyðngsang Province channeled Japanese presence into areas protected by naval bases. Song Pyðnggi, Sin Yongha, Kim Hodong, Sðnu Yðngjun, and others have mined Korean and Japanese sources for information about Usan-do and Ullì:íng-do, and have clarified important aspects of their histories.l) Yi Pyðnghyu and Kim Hojong place these islands in broader local histories, and show more clearly their settings in 節珍縣Ulchin County.2l This paper is composed of three sections. The first section examines Usan-do and Ullüng-do in extant fascicles from printings of r東國與地勝寬.1 Tongguk yõji süngnam(1 487, 1499) and in r新增東國與地勝賢.1 Sinjüng Tongguk yõji süngnam (1 531). The second section places these two islands in administrative contexts in the early Chosõn period. And the third section links details of the Chosõn government ’ s administration of Kangwõn Province to broad patterns in the management of Japanese interaction. Japanese activities in Kangwõn Province grew quiet in the early fifteenth century because the Chosõn government encouraged contact, interaction, and trade in specific, sanctioned areas of 慶尙道Kyõngsang Province.
