1900년 대한제국 칙령 41호가 반포되어 울릉도가 지방행정에 편 입되는 시기에‘무주지 양코도(ヤンコ島)’가 등장한다. 한해통어 지침 저자 구즈우 슈스케(葛生修亮)는 지도에도 없는‘양코도’를 등장시켜 양코도무주지설을 유포하고 독도 침탈의 저의를 드러냈 다.
러시아가 1899년 울릉도 점령을 선언하자 구즈우는 울릉도에서 보이는‘새로운섬’‘양코도’를 발견했다고 유포하였다. 독도는 울릉도에서 직선거리 92Km, 오키도에서 직선거리 160Km지점에 있지만‘양코도’는 울릉도와 오키도의 중간 120Km지점에 있으며 울릉도가 보인다고 설명하였다. 이것은 독도가 울릉도를 감시할 만큼‘가깝다’며 전략적으로 상호 보완적 관계를 나타낸 것이다. 이후 1905년 전후에 출판된 조선 지리서에는 울릉도와 나란히‘양 코도’가 등장하지만,‘양코도’는 전략적으로 일본인들이 사용할 구즈우가 만든 가상의 섬이었다.
구즈우는 동해안에는 울릉도 하나만 있음을 강조하였다. 무인도였 던 울릉도에는‘일한 어민들이 양코도라고 한다’라고 하는 일본인들에 의해 발견된 섬이 있지만 조선인들은‘양코도’를 알지 못 했다고 독도무주지설을 유포하였다. 이것은 강원도 삼척 장울리를 근거지로 한 상어어민의 증언을 날조한 것으로 당시 보고된 수산 보고서와 상호 대조해 보면 거짓된 내용들을 확인할 수 있다. 구 즈우는 일본인들의 전통적인 수법을 이용하여 가상의 섬‘양코 도’를 이용하여 독도무주지설을 만들었던 것이다. 이에 따라 일 본 관료들은 날조된 독도무주지설을 알고 있었으나‘시국(時局)’ 이라는 이유로 독도를 일본영토에 편입시켰다.
이렇듯 가상의 섬‘양코도’등장은 흑룡회의 계산된 독도 침탈 야욕에서 비롯되었다. 흑룡회는 울릉도와 오키의 두섬 중간 30리 (120Km) 지점에 양코도가 있다는 사실을 정계와 학계, 언론에 사 실인 것처럼 알렸고 조선 진출을 적극적으로 찬성하는 관료나 학 자들은 아무런 의심없이 독도무주지설를 수용하였다. 현재까지 일 본의 독도 침탈은 러일전쟁의 전략적 차원에서 이루어진 것으로 알려졌지만 독도무주지설은 1900년대 조선 해상권 독점을 둘러싼 일본과 러시아의 각축 시기에 만들어진 흑룡회의 자작극이었다.

In Feb. 1899, Russia forced to advance to fishery activity and Japan faced a conflict with Russia, Black Dragon Club leader Kujuu Shuske sailed to Choseon. he listened the information about Russian fleet advance to Ulleungdo to occupy the island, he announced to find‘There is an island in the sea about 30km southeast of Korean Ulleungdo, and near same distance from Northwest of Oki island’of Yankodo which was not marked on the maps.
Now, this paper will review the process of unlisted map of‘Yanko island’to fake‘Yangkodo’as Theory of Dokdo Terra Nullius by Kujuu Shuske. First, when Russia declared occupation of Ulleungdo in 1899, Kujuu insisted 'New island'‘Yangkodo’which can be seen from Ulleungdo. He insisted‘Yangkodo’is located between Ulleungdo and Oki island but it can be seen from Ulleungdo. It aimed to emphasize strategically as complementary position that Dokdo is near to guard Ulleungdo. In later published Choseon geographic book around 1905 revealed Ulleungdo parallel to‘Yangkodo’, but the island was fictional island named by Japanese Kujuu.
Second, Kujuu denied two islands in east sea of Choseon. He emphasized only one island of Ulleungdo. Choseon people didn't recognized non-resident island Ulleungdo and new island‘Yangkodo’was not recognized by Korean because‘Japan-Korean fisherman call it Yangkodo’. Kujuu reported new island‘Yangkodo’with explaining Ulleungdo.
Third, he distorted Choseon fisherman around Ulleungdo found ‘Yangkodo’and continuously used the island on the basis of report by Choseon shark fisherman who resided around Jangwool-ri, Samcheok Gangwon-do. But compared to the fishery report with ‘Yangkodo’finding at that time revealed no Choseon shark fisherman went to Dokdo and the value of the fishery field was exaggerated in the description. Kujuu established Theory of Dokdo Terra Nullius by faking shark fisherman's report around Ulleungdo to insist 'new island’as traditional Japanese means Dokdo.
Fourth, persons who positively participated in the process of acquisition of Dokdo as Japan territory, head of marine department Mr. Maki Naomasa(牧朴眞), Yamaza Enziro(山座圓次郞) the chief of political depart of MOFA, Kimotski Kaneyuki(肝付兼行) the chief of marine department judged when Black Dragon Club leader Kujuu insisted to find‘non occupied island’by Theory of Dokdo Terra Nullius and approved the fishery and strategic value on‘Yangkodo’. They intentionally included Dokdo as Japanese territory under the reason of‘present situation(時局)’by fake of Theory of Dokdo Terra Nullius.
As described, fictional island‘Yangkodo’stems from the greed of Black Dragon Club on Dokdo invasion. Black Dragon Club reported this kind of false fact to politics, academic ,and media society, and most of administrations and scholars accepted this Yangkodo Theory of Terra Nullius without any question by pro-advance to Choseon. Utill now, it was known to us that Japanese Dokdo acquisition was reasoned by Russ-Japan war strategic level but the reality was based on the fictional Dokdo Theory of Dokdo Terra Nullius during 1900s by Black Dragon Club in the period of competition between Japan and Russia around Choseon sea fishery activity.
