일본 외무성은 2008년 2월, 「竹島-다케시마 문제를 이해하기 위한 10가지 포인트」라는 14쪽 분량의 팸플릿을 만들어 3월 8일부터 외무성 홈페이지에 게시하였다. 거기에 대응해 정부출연기관인 동북아역사재단 ‘독도연구소’가 2008년 8월 14일에 개소한 직후 「일본이 모르는 10가지 독도의 진실」 팸플릿을 만들어 홈페이지에 게시하였고, 한국해양수산개발원 ‘독도·해양영토연구센터’도 「독도는 대한민국의 고유영토입니다」 팸플릿을 만들어 홈페이지에 게시하였다. 일본 외무성의 경우 「다케시마」 동영상을 2013년 12월 10일에 외무성 홈페이지에 게시하였고, 2014년 3월 13일에 「미래지향적인 일한 관계를 지향하며」 동영상을 홈페이지에 게시하였다. 그리고 2014년 3월, 「다케시마 팸플릿」(10페이지, PDF), 「전단: 다케시마」(2페이지, PDF)를 게시하였다. 팸플릿과 전단의 副題는 ‘법과 대화를 통한 해결을 지향하며’로 정했다. 일본 외무성의 「다케시마」 동영상 대한 대응은 외교부에서 「대한민국의 아름다운 영토」 동영상을 만들어 2013년 12월 31일에 외교부 홈페이지에 게시하였지만, 외교부와 정부출연기관인 동북아역사재단 독도연구소, 한국해양수산개발원 독도·해양영토연구센터의 경우 전단과 팸플릿에 대한 대응은 지금까지 없다. 그것을 촉구하기 위해 제목을「정부기관 산하 독도 홍보사이트의 현황과 과제」로 잡았다.

Japan MOFA constructed 14 pages of 「10 points to understand 竹島-Takeshima issue」 pamphlet at Japan MOFA homepage site from February 2008 and listed it on March 8. The Dokdo Research Institute of Northeast Asian History Foundation which financed by Korean government listed 「10 truths about Dokdo which Japan don’t know」 pamphlet at the homepage of the Foundation to oppose Japanese action on August 14, 2008 at the time of opening, and also ‘Korea Dokdo and Marine Territory Research Center’ of Korea Maritime Institute listed the pamphlet 「Dokdo is Korea Inherent Territory」 on the homepage.
Japan MOFA listed motion picture 「Takeshima」 at the homepage on December 10, 2013, also listed motion picture 「Toward the future relationship」 on March 13, 2014. listing 「Takeshima pamphlet」(10 pages,PDF), and 「leaflet: Takeshima」(2 pages, PDF) on March 2014. The subtitle of the pamphlet and leaflet was ‘To resolve the issue by legal dialogue’. The counter action to Japan MOFA of 「Takeshima」 motion picture by Korean MOFA was listing 「Beautiful territory of Korea」 motion picture which listed at thee Korean MOFA homepage on December 31, but there is no counter action until to Japanese 「Takeshima pamphlet」(10 pages, PDF), and 「leaflet: Takeshima」(2 pages, PDF) by Korean MOFA, Northeast History Foundation, and, Korea Dokdo and Marine Territory Research Center of Korea Maritime Institute. This paper decided study title as 「Present status of Dokdo publicity site of Korean government supported Dokdo research institute and the task」 to promote Korean counter action.
