The purpose of this study is to provide the basic data for desirable urban park planning which can provide a positive environment concerning activities and uses for all the people in a city. We chose the Seonyudo Park, a typical urban park in Seoul as an object for this study. As methods of this study, evaluation frame was made through reviews of preceding researches, related manuals and guidelines and on-site surveys. On-site evaluations were conducted with the point of universal design based on evaluation frame. Finally, We identified problems of the Seonyudo Park from evaluation results. The results of this study were as follows: firstly, based on the classified 9 evaluation sections, an evaluation frame of 83 sub criteria was made with a combination of 7 extracted principles of universal design. Secondly, evaluation of each Extracted Principles showed high scores in “Functionality” and “Accessibility” among 7 extracted principles and low scores in “Amenity” and “Durability.” Evaluation results showed ±50 scores in other extracted principles with 56.7 points average meaning low in universal design adaptation. Thirdly, major problem identified from each section evaluations showed that parking for the disabled was the most unsatisfied section from the point of view of the universal design. And the braille blocks and braille signs were barely installed in whole area. Also, the field survey showed that floors of most sections didn't use shock-absorbent and anti-slip materials. So an immediate repair and supplementation were required for these. Finally, there were many destroyed and improperly maintained parts which require more installations, repair and maintenance by managing authorities.
