본 논문은 해방 후 전재민에 대한 한국 사회의 구호활동을 살펴보려고 한다. 당시 인구의 1/10-1/6에 해당하는 전재민이 남한에 유입되면서, 한국 사회는 커다란 변동을 경험했는데, 경제적 위기는 극에 달하게 되었다. 이 에 전재민들의 성향에 대해서는 사회학적인 방법을 그리고 전재민 구호활 동에 대해서는 사회복지의 측면에서 살피고자 한다. 미군정청에서 활동한 주요 한국인들이 해외 유학파 기독교인이며, 교회는 민간구호활동에 적극적이었다. 특히 전재민 교회는 자신 스스로가 자력갱생 을 이루는 모범적인 공동체의 가능성을 보여주었는데, 이를 통해 기독교가 전재민구호활동을 통하여 한국현대사회에 기여하였음을 보이려고 한다.
해방 후 미군정기간에 한국사회의 가장 큰 문제였던 전재민에 대한 구호활 동은 종교인들의 당연한 관심의 영역이었을 것이지만, 이에 대한 연구는 없었 다. 또한 당시에 대한 연구가 지나치게 정치역학의 관점에서만 조명되었다. 그런 점에서 이 논문은 기독교인들의 인도주의적 활동을 설명하면서, 전재민 구호활동이 민간인 주도에서, 미군정청중심으로, 그리고 더 나아가 전재민 스스로 자력갱생의 과정으로 발전되었다는 것을 밝히려고 한다.

This paper traces Korean relief activities for the repatriates after the Liberation from the Japanese Occupation. When the repatriates came in, they were 1/10-1/6 of the population of South Korea. Through their inflow, the Koreans experienced a tremendous social change with the economical crises. For the methodology, the paper chooses the sociological approach to the repatriates’ political orientation and examines the relief activities in the perspective of social welfare.
In the United States Army Military Government, the majority of Korean officials were Christians who had studied abroad, and the churches were very much involved in the non-governmental relief activities. Especially, the repatriates’ churches showed themselves the possibilities of self-supporting communities. Through the examination of all these, the paper tries to demonstrate that Christianity made significant contributions for the formation of modern Korean society.
There has been few researches on the religious relief activities for the repatriates, though the religious people must be concerned about this main issue during the US Military Government Period. The researches on this period mainly focus on that issue in terms of political dynamics. In this sense, this paper traces humanitarian Christian activities and shows the trajectory of the relief activities for the repatriates developing from the phase of non-governmental organization to the phase of the USA Military Government in Korea, and finally to the phase of the repatriates’ self-supporting participation.
