안전의 문제는 인류의 역사와 함께 한다. 현대 과학기술의 발전은 안전 제고에 많은 기여를 하였지만 인류는 자연적, 인공적 위협으 로부터 완전히 자유로울 수는 없다. 안전 문제를 올바르게 이해하고 해결하며 위험을 미리 예방하기 위한 공학적, 사회학적 분석과 결과가 다양 한 가운데 Sofsky의 ‘안전의 원칙’의 주장으로부터 새로운 접근을 모색하고자 한다. 이로써 해사안전을 위시한 국내 안전문제에 대한 관심과 효 과적 안전정책의 가능성을 살핀다.

Issues of safety has been evolving with history of human being. Development of modern science and technology contributed to shedding light on the safety issues efficiently. Nevertheless, human beings cannot be safe enough from the threat of natural disasters and/or our own mishaps. Engineering and sociological analyses are being made, providing our better understanding and practical solutions on the issue and the way how to prevent accidents and minimize the consequences if happen. In the context, 'Das Prinzip Sicherheit'(Principle of Safety), a book written by Wolfgang Sofsky, is a good example to speculate the issue of safety, as its assertion is rather simple, but fundamental and substantial if not pragmatic.
