지역성은 헌법과 방송법에 명시된 핵심가치다. 2014년에 시행된 지역방송발전지원특별법은 방송을 통한 지역성 구현이 여전히 중요한 과제임을 대변한다. 그럼에도 지역방송은 중앙에 의해 내부 식민지화된 현실에서 벗어나지 못하고 있다. 이를 타개하기 위해 광역화가 유력한 대안으로 진행되고 있으나 그 효용성은 불투명한 상황이다. 이에 본 연구는 국가기간방송 KBS의 저녁종 합뉴스인 <뉴스9>를 대상으로 서울본사에서 전국으로 내보내는 지역뉴스와 대전방송총국에서 제작해 대전⋅충남⋅세종 권역에 송출하는 지역보도를 뉴스주제, 보도형식, 취재원 활용 측면에 서 비교분석했다. 대전⋅충남⋅세종을 권역으로 한 KBS대전방송총국은 전국에서 유일하게 광 역화된 지역방송이기에 광역화와 지역성 간의 관계를 파악하는데 유용하다는 판단에서다. 분석 결과 충남은 ‘서울’과 ‘대전’이라는 각기 다른 규모의 ‘중앙’으로부터 주변화 되면서 이중소외를 겪는 것으로 나타났다. 중앙과 주변이라는 우리 사회의 뿌리 깊은 종속구도가 지역 안에서도 되 풀이되는 것이다. 이는 현재 진행 중인 광역화가 지역방송의 활로라기보다 지역 시청자의 이탈을 부추길 위험요소가 다분함을 시사한다.
Locality is a core value of the Constitution and Broadcasting Act. The special law for local broadcast development & supportenacted in 2014 represents locality is still an important task to pursue. Nevertheless, local broadcasting is a type of internal colonialism. Widening areas of broadcast emerge as they are recognized as a viable alternative, but its effectiveness is opaque. This study analyzes local news of KBS and KBS Daejeon evening news program, News 9 in terms of news topic, report format and sources. KBS Daejeon is perfect for the analysis, as the only one that spans across a broad region including Daejeon, Chungnam and Sejong. Accordingly, this case provides insight for analyzing the relationship between broadcast area-widening and locality. The study shows a double marginalization. Chungnam is marginalized from both Seoul and Daejeon which plays a deep-rooted vital role. In this regard, this study suggests that expanding areas of broadcast tends to decrease the size of local audience, rather than revitalizing local broadcast channels.
