교정참여인사란 교정시설 내에 수용된 수용자에 대한 교정공공재의 생산과 유지에 참여하는 외부인사를 말한다. 우리나라는 관료독점 관료체제하에서 교정공공재의 생산을 일차적으로 교도관이 경로의존적으로 담당해왔다. 그러나 교정관료체제의 본질적 한계로 인하여 교정위원 등의 교정참여인사가 제3섹터(sector)적 방식으로 교정공공재의 생산과 유지에 참여하게 되었다. 교정참여인사의 이념은 민주성, 사회적 형평성, 가외성, 탈관료성이 있으며 역할로는 교정공공재의 생산자, 케이스 매니저, 협조자, 확산자, 개혁가가 있다. 이러한 교정위원에는 교화위원, 종교위원, 의료위원, 교육위원, 취업위원이 있다. 그러나 교정위원들의 헌신적인 노력이 있었음에도 재범률의 저하에 큰 효과가 없었다. 이에 따라 기존 연구들은 교정위원의 전문성 부족 등의 미시적 관점에서 접근했다. 그러나 본 논문에서는 그런 미시적 접근 외에도 기존의 선행연구들이 간과한 조직적, 생태적 관점에서 경로혁신적 입장에서 전개하였다.

In this article, I would like to explain approach to improve the korean volunteers' participation policy in correction which has been continued in the same path- dependence way for a long time about producing the correctional public service(goods). Voluntary participants in correction with related to producing correctional public service and correctional social welfare public service is outside person who participate in producing correctional social welfare public service and maintaining it for the durability of the correctional social welfare public service which is produced by prison staff and voluntary participants. We have produced for a long time correctional public service of offenders in the bureaucratization monopoly system by prison staff. But bureaucratic intrinsic limit brought about volunteers' participation in correction. The normative philosophy of voluntary participants in producing correctional public service is democratic attitude, social equity principle, redundancy, debureaucratization. The desirable role of voluntary participants in producing correctional public service is producer of correctional welfare service, case manager, coordinator, reformer. There are five kinds of voluntary participants in correction : correctional committee, religion committee, education committee, medical committee, and working committee. But, existing studies have approached in the view of the micro aspect-the lack of the special knowledge of voluntary participant in correction-about the korean correctional public service producing. Therefore, a good place to start is to approach in the systematic and ecological view which existing studies have passed over about it throughout the path-breaking way.
