본고의 목적은 17세기말 안용복의 도일(납치) 사건으로 촉발된 ｢울릉도쟁계｣(=죽도일 건)와 관련하여 한일 간의 쟁점을 정리하고, ｢울릉도쟁계｣ 관련 사료의 재해석을 통해 몇 가지 쟁점의 실체를 밝히고자 하였다. 첫째, 1693년 안용복과 박어둔의 납치 정황을 검토 하고, 둘째, 안용복이 서계를 받았는가 하는 점과 셋째, ｢죽도도해금지령｣(1696) 전후 일본인의 울릉도 도해 정황과 마츠에번 및 돗토리번의 독도 인식을 밝히고자 한다.
한국의 연구에서 안용복 일행이 총검에 위협당해 납치된 것으로 하고 있으나, 사실은 일본인의 술잔치에 꾀임을 당해 끌려갔다. 또한 안용복이 받았다는 서계는 존재하지 않으며, 당시 돗토리번에 억류되어 있었던 안용복이 막부 장군이 사는 에도로 가지도 않았다. 당시의 일본 사료를 보면 일본인의 울릉도 도해는 1695년까지 확인되며 ｢죽도도해금지령｣ 이전 마츠에번과 돗토리번의 울릉도·독도 인식은 그들의 판도 외 즉 조선의 판도로 보고 있다는 사실을 밝혔다. ｢울릉도쟁계｣ 관련 사료는 아직 많은 부분에서 한일 간에 상호 일방적 주장을 펼치고 있다. 앞으로 양측의 사료를 바탕으로 객관적으로 ｢울릉도쟁계｣의 실체를 밝혀내는 작업이 필요하다 하겠다.

The purpose of this paper is to define the discussions on conflict between Korea and Japan concerning ‘Ulleungdo Jaenggye’=Takeshima-Ikken which raised by Ahn Yongbok's cross the sea to Japan(so forth kidnapping) in 17th century, and visualize some disputes about the historical materials. First, this paper describe the situation of kidnapping of Ahn Yongbok and Park Eodun in 1693, secondly discuss about the official letter which had been insisted by Ahn Yongbok received from Japan government. Thirdly, this paper review the recognition of Japanese who have lived in Matsue Bun and Dottori Bun on Dokdo around 1696 when Japan announced ‘Order of Prohibition Sail to Takeshima’ and the Japanese sailing to Ulleungdo.
Many researches from Korea described Ahn Yongbok and the group were kidnapped by force in threat with sword and gun but he was mentally cheated in drunken state by Japanese fishers in reality. Also there was no official letter to Ahn Yong-bok during his detention in Dottori Bun from Japan government and no trip to Edo Bafuku as well. Japanese historical materials confirm that Japanese sail to Ulleungdo sea area was limited until 1695 and the recognition of Japanese prior to ‘Order of Prohibition Sail to Takeshima’ revealed Ulleungdo and Dokdo area was out of Japan boundary and belonged to Choseon boundary. The historical materials concerning ‘Ulleungdo Jaenggye’ still disputed between two countries in many points of view. I suggest more realistic and objective research activity about the ‘Ulleungdo Jaenggye’ on the basis of historical materials is necessary.
