Childcare Teachers’ Perception of CCTV Installation in Home-based Day Care Centers
본 연구의 대상은 서울지역과 경기도지역에 소재한 가정어린이집에 근무하는 보육교사 319 명이다.
CCTV 설치에 대한 보육교사의 인식을 알아본 결과, CCTV 설치 의무화 이후 CCTV가 100% 설치되어 있었으며, 문제행동 수정용을 위해 영아에게 CCTV 설치가 필요하다고 인식 하였고 CCTV를 활용에 관한 보육교사의 인식을 알아본 결과, 안전사고 예방과 문제발생시 확인하는 ‘안심보육’의 용도가 가장 높았으며 전반적으로 아동학대 예방에 효과가 있는 것으로 조사되었다. CCTV의 교육적 활용은 ‘영아의 자유놀이 관찰 및 분석’이 가장 높았으며 CCTV 설치로 인해 가장 혜택 받는다고 생각하는 집단은 ‘부모와 영아’로 나타났다. CCTV의 설치로 ‘보육시설과 교사에 대한 부모의 인식’이 긍정적으로 바뀌었으며 반면 ‘교사와 아동의 사생활 침해’라는 부정적 인식이 나타났다. 마지막으로 CCTV 설치 후에 느끼는 변화 차이를 살펴본 결과, CCTV를 설치한 후 교사들은 변화를 인식 하지 못하고 있었으며 CCTV 설치 필요성에 관계없이 전반적인 반응은 영아를 대하거나 말할 때, 행동할 때 제약을 받는 다고 인식하였다.
The participants of this study were 319 childcare teachers, currently working in Seoul and Gyeonggi provinces.
A preliminary study was conducted with 20 teachers, and the main investigation was carried out with 319 teachers. PASW(Predictive Analytics Software) Statistics 18.0 Program was utilized for statistical analysis. In order to examine teachers’ perception of CCTV installation, frequency and descriptive statistics were executed. Also, to investigate CCTV operating condition and teachers’ perception, Chi-squre test was conducted. Last, to compare the conditions before and after installing CCTV, Chi-square statistics and independent sample t-test were carried out.
The results of the current studies are:
First, after the law on CCTV installation was passed, every childcare centers installed CCTVs, and the teachers perceived that CCTV installation was necessary in order to monitor and guide children’s problem behaviors. Second, childcare teachers perceived CCTV as a measure to secure child care by preventing accidents, and identifying problems in case of accidents. This indicates that teachers generally perceive CCTV installation has positive effect on preventing child abuse. When CCTVs were used for educational purpose, teachers observed and analyzed young children’s free-play behaviors through CCTVs. Also, teachers thought that parents and infants would get benefits the most. While parents’ perception of childcare centers and teachers changed to positive, teachers perceived that CCTV installation violated children’s and their privacies.
Finally, after installing CCTVs, childcare teachers did not perceive differences, and regardless of the need to install CCTV, they thought that their actions would be restricted.
After the law was passed, 99.96% of home-based day care centers installed CCTVs. As the most of the day care centers have utilized CCTVs, it is necessary to discuss the measures to relieve teachers’ burden, and use CCTV in appropriate ways.
