본 연구는 수용자들이 교정의료를 (얼마나) 긍정적 혹은 부정적으로 평가하는지, 이 처럼 평가함에 있어 영향을 미치는 요인은 무엇인지를 실증적 자료를 토대로 살펴보고자 하였다. 2017년 한국형사정책연구원의 「교정시설 의료처우에 관한 연구」 설문 조사 결과를 분석자료로 활용하였으며, 분석에 포함된 변수에 결측값이 있는 경우를 제외하고 총 1,729명의 응답결과를 분석대상으로 삼았다.
의료처우를 긍정적으로 평가하는 경우와 부정적으로 평가하는 경우를 중점적으로 살펴보기 위하여 ‘보통’ 이라고 응답한 수용자들의 집단을 참조 범주로 설정하고 다항 로짓 회귀분석을 실시한 결과, 교정의료를 긍정적 또는 부정적으로 평가하는 데 영향을 미치는 요인에 다소 차이가 있는 가운데, 교정의료를 평가함에 있어 공통적으로 교정 의료를 받기까지의 과정과 경험이 많은 영향을 미치는 것으로 드러났다. 이때 교정의 료의 유형별 경험뿐만 아니라 의료처우를 받기 이전에 이루어진 절차적 과정, 즉 의료 처우 요청을 거절당한 경험이 있는지 여부와 의료처우를 받기까지 기다린 시간 또한 교정의료에 대한 평가에 유의한 영향을 미치는 요인으로 확인되었다. 이에 의료처우에 대한 거절 및 대기 경험이 교정의료 평가 전반에 미치는 부정적 영향을 상쇄하기 위한 정책적 방안으로서 수용자가 신청한 의료처우를 체계적으로 관리하고 판단 결과와 그 사유를 명확히 통보해줄 것을 제언하였다.

This study aims to analyze how (much) positive/negative inmates evaluate healthcare in correctional institutions, and which factors are affected on the evaluation, based on empirical data. The data was survey results of a study conducted by the Korean Institute of Criminology in 2017 ― Of these, the results for 1,729 inmates who answered all the questionnaire was used for this study.
Multinomial logistic regression is considered to focus on groups of inmates evaluating prison healthcare as positive/negative, The personal experiences of an inmate for seeking and receiving healthcare services, ie. whether the needed healthcare service was rejected and not provided, and how long the inmate had to wait for the needed healthcare service, are statistically significant factors affecting on the positive/negative evaluation of the inmates on healthcare. Based on the analysis results of the study, an advanced management of inmates’ requests on healthcare services and the notification on reasons why the request could not be accepted and/or the expected waiting time by letter is suggested as a possible policy option.
