오늘날 사이버 테러리즘과 관련된 사이버 안보는 복잡한 성격을 가진다. 이러한 복잡성은 사이버 공간이 가지는 국가주권의 공간이자 글로벌사회의 공동자산이라는 이중적 성격 때문이다. 사이버 공간이 가지는 네트워크로 연결된 글로벌 사회의 공통의 자산이라는 특성은 국가 간의 협력과 연대 때로는 기업과 민간, 국제기구 등을 포함한 다양한 이해당사자와의 연대와 협력을 필요로 한다. 동시에 사이버 공간의 정치, 경제, 군사, 사회, 문화적 속성은 국가주권과 국가역량에 심각한 영향을 미친다. 이러한 속성은 국가 행위자들에게 사이버 공간 상에서의 패권경쟁과 국가주권보호의 문제를 야기한다. 사이버 안보경쟁과 협력의 문제를 더욱 복잡하게 만드는 것은 이러한 사이버 안보문제가 오프라인에서의 전통적인 지정학적 패권경쟁과 협력의 문제와 연결되어 있다는 사실이다. 이 글은 오늘날 벌어지는 사이버 공간상에서의 신냉전의 충돌과 협력의 문제를 이해하고자 시도한다. 이를 위해 새로운 공간 환경인 사이버 공간이 가지는 특성들이 어떻게 기존의 전통적 지정학 공간에서 펼쳐졌던 핵안보 경쟁과 다른 차별성을 사이버 안보 경쟁에 부여하는지를 살펴볼 것이다. 그리고 이를 토대로 미국과 러시아 등과 같은 주요 사이버 전력의 강대국들이 어떻게 자신들의 군사전력과 태세를 혁신시키고 있는지를 살펴볼 것이다. 더불어 사이버 안보와 관련된 법적, 정책적, 전략적, 그리고 문화적 논의와 제안들이 이루어질 것이다.

Today’s cyber security has a complex nature. Such complexity is associated with the dual nature of cyber space that is the space of sovereignty and at the same time a common asset of the global community. Thus, on the one hand cooperations and coordinations are needed among states and also among various multiple stakeholders including states, civilian sectors, and international organizations. On the other hand, hegemonic competitions among states and the infringements of sovereignty are occurred. What makes cyber security matters more complicated is the fact that the problem of cyber security is connected to the conventional geopolitical hegemonic competition and cooperation. This article tries to understand such conflict and cooperation in cyberspace. For doing so, it discusses the characteristics of cyber security competition different from the conventional nuclear security competition. It describes how cyber super powers such as the US and Russia develop and innovate their own cyber power and posture. It also discusses on the legal, policy, strategic, and cultural issues.
