과거 우리나라 중소기업이 중국에 생산기지를 대거 구축하기 시작한 것은 국내 환경변화에 대응한 불가피한 선택이었다고 볼 수 있다. 그러나 그런 불가피한 선택으로 중국으로 진출한 우리 중소기업들이 모두 성공적인 결실을 거둔다면 더할 나위 없이 좋겠지만, 많은 기업들이 중국 투자에서 실패를 거듭하고 있다. 이는 우리 중소기업들이 중국 투자 후 3년 이내에 청산이 높게 나타나는 것에서 알 수 있듯이 투자결정 과정에서 충분한 검토가 이루어진 후 결정하기보다는 한 두 번의 출장으로 인건비에서의 단순 비교만을 통한 성급한 투자 결정에 기인한다고 볼 수 있다. 더군다나 중국의 투자환경 또한 중국 경제의 변화만큼이나 급속히 변화하고 있으며, 중국 시장 상황 역시 중국 현지 기업 및 글로벌 기업의 경쟁적인 진출로 세계의 공장이 되면서 거의 전 부문에서 공급과잉이 심화되고 수익성이 악화되고 있는 상태이다. 그리고 수익이 발생하는 곳이면 어느 곳이나 복제품이 등장하고 후발업체의 새로운 진입이 급증하여 생산량이 증가하게 되며, 그에 따른 공급과잉 심화와 저가 출혈경쟁이라는 악순환은 기업들의 수익성을 지속적으로 악화시킬 수밖에 없다. 그러한 수익성의 악화로 인해 중국 시장에서 퇴출하는 기업이 속출하고 있는 상황에서, 기술 경쟁력을 갖추지 못한 우리 중소기업들은 중국 내수시장 공략에도 어려움을 겪게 될 것이고, 투자환경의 변화에 따라 노동력지향형 중국 투자 전략도 타격을 입게 될 가능성이 높아졌다고 하겠다. 따라서 우리 중소기업들은 기술경쟁력이 전혀 없는 상태에서 무조건 싼 노동력만을 찾아 다른 낙후 지역으로 눈을 돌리기에 앞서, 임가공 기지로서의 중국 투자는 한계에 봉착하였음을 빨리 파악하여야 한다. 그런 다음 한국 본사와 역할 분담하여 중국에서 제3국으로의 수출비중을 줄이고, 세계 최대 시장 가운데 하나인 중국에서의 생존을 위해 부단한 기술개발에 매진하여, 그 기술경쟁력을 바탕으로 한 중국 내수시장을 공략하는 것이 가장 급선무라고 하겠다. 또한 중국 투자를 준비하거나 향후 중국 진출을 고려하는 기업들은 현장답사 뿐만 아니라 진출하고자 하는 지역에 이미 사업을 하고 있는 우리 기업들을 방문하여 생생한 현장의 목소리를 들을 필요가 있다. 그리고 중국의 투자환경과 중국 정부 정책이 이미 과거와는 달리 외자기업들에게 우호적이지만은 않다는 사실에도 주의를 기울여야 한다

China is one of the most important countries that plays very dominant role in Korean economy at present. The personal and economic exchange between two countries is getting larger and larger day by day, since the normalization of diplomatic relationship in 1992. After the policy of reform and opening, China has tried to induce the foreign capital to its own country as one of the main resources which can lead its economy to the upper level. At the same time, many Korean small businesses were seeking a better place to manufacture their product in order to reduce the cost. As a result, many Korean small businesses started to invested in China.Chinese investment environment, however, changes dramatically these days, as Chinese economic situation changes very fast. Furthermore the fact that a lot of global companies poured into China and Chinese local companies acquired competitive power resulted in excessive supply and a drop in profits. Under the circumstances, Korean small business encountered the obstacle to success of labor-driven investment strategy and the higher possibility of failing in the successful entry of Chinese market. Therefore, Korean small businesses which aim to invest in China should change their policy from the labor-driven investment strategy to the market-driven investment strategy for their survival. On the one hand, they should also try to keep close observation on the change of Chinese investment environment and the policy of Chinese government, and on the other hand, they should keep developing their new technique which can make them to be equipped with high competitive power in chinese market.
