최근 들어 서구유럽을 중심으로 폭력적·극단적 극우주의가 확산되고 그 위험수위가 증가하는 경향을 보이고 있다. 특히 폭력적 극우주의의 추세가 두드러지게 증가한 시기가 바로 2015년 이후 급증한 유럽의 난민유입과 관련이 있는 것으로 나타나고 있다. 서구유럽의 이‘난민위기’2015년 이후 유럽연합국가들에 다양한 측면의 사회적·정치적·경제적 위기를 불러오고 있다. 그리고 이러한 변화와 관련된 공포들이 서구유럽 국가들 내에 일반시민들 사이에서 폭력적이고 극단적인 극우주의를 지지 하는 사회현상을 증가시키고 극우주의를 배경으로 한 폭력행위가 증가되는 것과도 연관되어있는 것으로 분석되고 있다. 이와 관련해 EU의 난민 관리시스템과 이에 따라 학자들과 정부기관에서는 유럽 내의 폭력적·극 단적 극우주의의 원인들에 대해 이해하고 대응하려는 움직임을 보이고 있다. 대한민국의 세계에서의 위상의 증가로 인한 난민관리 및 수용에 대한 요구가 높아지는 가운데 이와 같은 난민위기와 서구유럽의 폭력적 극우주의의 부활은 국내에도 시사하는 바가 크다. 따라서 이 연구는 유럽국가들과 EU의 난민위기와 관련한 서구유럽의 폭력적 극단주의의 관련성에 대해서 분석하고, EU의 난민관리시스템 개선과 관련하여 연계된 법적, 제도적 문제점들과 이슈들을 분석하고자 한다. 이를 통해서 국내의 정책 및 입법 관련 논의점과 시사점을 제시하고자 하였다.
Recently, it has been reported increased violent right-wing extremist violence in Western Europe. Increased violent right-wing terrorism incidence and relevant crimes are explained by refugee crisis in Western Europe. In fact, there has been huge increase of refugees who fled from violence and war in Western Europe countries in the last decade. Especially, after the year of 2014, more than millions of migrants and refugees sought asylum in Europe. Such a huge influx of refugees in Europe has been called as European refugee crisis and it changed many aspect of Europe. Accordingly, scholars analyzed that refugee issue became central to the politics of Western Europe, raising fundamental questions about European’s profound identity, challenging the legitimacy of politics, and resulting the upheaval of the far right extremism movement. However, there is still a need to better understand about European refugee crisis and the upheaval of violent right wing extremism in Europe. Therefore, this current study attempts to conduct analysis of the impact of European refugee crisis on the upheaval of violent right wing extremism in Europe. Further, this study explores EU’s reform of the EU’s common asylum system and relevant legal and criminal justice policy issues to assess if EU’s approach would be applicable for our current refugee management system. Considering current situations of South Korea which need to deal with increased refugees applying asylum for South Korean government, understanding European refugee crisis in terms of a major cause of violent right wing extremism may have significant political and public policy implications in that we have refugee issues need to address. In this study’s conclusion and discussion section, we suggested policy implications and future research suggestions on this topic.
