불가리아는 오래 전에 트라키아로 불리웠던 곳이다. 불가리아라는 명칭은 투르크 계통의 불가르족이 제국을 건설하면서 기원하였다. 하지만 인종적 기원은 그 둘의 중간에 유입한 남슬라브라고 한다. 이것이 뜻하는 의미는 다음과 같다. 한국과 불가리아는 초원의 양 극단에 위치하였다. 멀리 떨어진 것 같고 서로 잘 몰랐지만, 실상 두 나라는 비교적 가깝고도 비슷한 영향을 주고받는 사이였다고 할 수 있다. 그것은 두 나라의 신화가 공유하는 특징을 본다면 입증된다고 볼 수 있다.
불가리아가 가진 법제도 중에서도 시장과 관련된 법제도를 검토하였다. 중앙은행법의 법원칙들도 나열하고 살펴 보았다. 차별금지법도 그 원칙들을 나열하고 살펴 보았다. 중앙은행 법제는 자본주의로 이행한 국가에서 매우 중요하다는 점을 필자는 몇 번 강조했던 적이 있다. 한편 차별금지법 제도는, 한국이 국제기구들로부터 하루속히 제정하도록 권고받고 있다. 그러나 여전히 제정하지 못하고 있다. 이 점에 대해서는, 이미 차별금지법을 제정한 불가리아를 본 받을 필요가 있다. 한국은 보편적인 법제도를 보다 더 빨리 수용하고 국내에 적용할 필요를 인식하고 행동에 옮겨야 할 것이다.
유라시아 대륙 양 극단에 위치한 두 나라는 지정학의 변천에 따라 국가의 흥망성쇠가 매우 현격하게 달라져왔다. 지정학적 변천은 과학과 기술과 인구의 수 등 많은 요소들에 의하여 시대마다 달리 결정된다. 그럼에도 두 나라는 공통점과 차이점을 수용하여 협력을 더함으로써 상호간 이익을 얻고 지식을 더할 수 있다.

Bulgaria was called Trakia long ago. The name Bulgaria originated from the Turkic Bulgarians who built the empire. However, the racial origin is said to be the South Slavic, which entered the middle of the two. The meaning of this is as follows. Korea and Bulgaria were located on both extremes of the meadow. They seemed to be far apart and didn't know each other well, but in fact, the two countries were relatively close and had similar influences. It can be proved by looking at the characteristics shared by the myths of the two countries.
Among the legal systems in Bulgaria, the legal systems related to the market were reviewed. Court rules of the Central Bank Act were also listed and examined. The anti-discrimination law also listed and examined the principles. I have emphasized that the central bank legislation is very important in a country that has transitioned to capitalism. On the other hand, the latter legal system is being encouraged by Korea to be enacted quickly by international organizations. However, it is still not established. In this regard, it is necessary to imitate Bulgaria, which has already enacted an anti-discrimination law. Korea will have to recognize and respond to the need to adopt a universal legal system more quickly and apply it domestically.
The two countries located on both extremes of the Eurasian continent have changed dramatically in the rise and fall of the nations according to the change of geopolitics. Geopolitical changes are determined from time to time by many factors, such as science, technology, and the number of populations. Nevertheless, the two countries can gain mutual benefits and add knowledge by embracing commonalities and differences and adding cooperation.
