본 논문에서는 “골든시드프로젝트(GSP)”로 추진하고 있는 지중해 및 유럽지역 적응 품종개발 및 쌀시장 개척을 위한 기초자료를 제공하고자 육종기지가 있는 루마니아의 벼 산업 관련 동향과 문제점 및 금후 전망을 분석하였다. 루마니아는 EU 4위의 농업생산국으로 2018년 기준으로 8.4천 ha에서 45천 톤의 벼를 생산하고 있으며 주요 재배지역은 다뉴브강 유역의 Ialomita, Braila, Olt 및 Dolj county이다. 전체 벼 생산의 90% 이상이 이태리 곡물 생산업체인 Riso Scotti Danubio, Padova Agriculture, Beg Agricultura에 의하여 이루어지고 있다. 루마니아는 쌀 수입량은 약 57천 톤/년이며 소비량은 평균 77천 톤으로 2007년 이후 지속적으로 증가하고 있다. 쌀 수급의 문제점은 주요 벼 생산 기업이 국제 가격에 따라 재배 면적과 수출량을 조절하고 있어 국내 수급안정에 악영향을 미친다는 것이다. 벼 재배면적 확대를 위해서는 관개시설이나 경지정리 등의 확충과 자국기업의 육성 및 신품종 개발이 필요하며 정부의 정책적인 관점에서 지원이 필요하다. 루마니아는 넓은 평원과 다뉴브강의 풍부한 수자원, 벼 재배에 적합한 온화한 기후를 가지고 있으며 쌀의 유럽 및 국내 수요가 늘어나고 있어 유럽지역에서 벼 농업대국으로서의 미래성장 잠재력이 매우 큰 것으로 판단된다.

This present paper was carried out to provide information of Romanian rice sector and market for “Golden Seed Project”on varietal improvement and rice market pioneering in Mediterranean and European regions. Romania ranks 4th in the European Union on agricultural output. 45,000 tons of rice is produced yearly from 8,400 ha along the Danube River in Ialomita, Braila, Olt and Dolj County. Over 90% of land on which rice cultivated is owned by Italian companies such as Riso Scotti Danubio, Padova Agricultura and Beg Agricultura. The quantity of import and domestic consumption has been increased steadily since 2007. Current value of import and domestic consumption is 54,000 tons and 77,000 tons each. The main bottleneck of rice sector in Romania is uncertainty of domestic supplying in accordance with controlled production by foreign company. Policy supports by Romanian government is needed in irrigation, varietal improvement, and fostering local companies for stable domestic rice supply. In conclusion, Romania has a great potential of rice industry in terms of favorable conditions such as vest flat land, easy source of water from Danube River, suitable warm weather for rice growing and increasing demand/supply of rice in EU and Romania.
