이 연구는 대학입학전형제도의 공정성에 대한 분석과 공정성 문제를 해결하기 위한 정책적 제안을 목적으로 한다. 대학입학전형제도는 정권의 교체와 맞물리면서 순환적 변동의 과정을 겪었지만, 끊임없이 공정성 문제가 제기되어 왔다. 특히 최근 수능위주전형과 학생부종합전형과 관 련하여 소위 ‘금수저 전형’, ‘깜깜이 전형’에 대한 논란이 불거지고 있는 것도 이러한 공정성 문제와 연결되어 있다. 따라서 공정성 문제를 교육 의 기회균등 측면과 평가의 투명성 측면의 두 차원으로 나누어 분석하였 다. 분석의 결과는 다음과 같다. 교육의 기회균등 측면 중 가정배경 요인은 두 전형 모두에서 사회경제적 지위가 높을수록 유리한 것으로 나타났다. 또한 학교배경 요인은 일반고와 중소도시·읍면지역은 학생부위주전 형, 특목고·자사고와 대도시지역은 수능위주전형으로 진학하는 것으로 나타났다. 한편, 평가의 투명성과 관련하여 학생부종합전형의 문제에 대한 인식이 강했다. 따라서 첫째, 상위계층일수록 학종, 수능에서 더 유리할 수 있다는 점에서 수능위주전형을 확대하는 정책은 재고의 여지가 있다. 특히 교육의 기회균등과 교육과정의 정상화라는 측면에서는 학생부교과 전형의 비중에 대한 고려가 필요하다. 둘째, 학생부종합전형에서 문제가 되는 평가의 투명성과 관련하여 교사의 객관적인 기록과 평가자인 입학 사정관의 전문성 제고가 필요하다. 그리고 이를 담보하기 위한 대학 단 위의 입학사정관 이외에 국가가 일정한 자격수준을 갖춘 ‘공공사정관’을 양성하여 함께 참여하는 제도도 필요할 것이다.

The purpose of this study is to analyze the fairness of university admission systems and to suggest the policy implication. The university admission system have been changed circularly with the turnover of political power, but the problem of fairness is not resolved. Recently, the various accidents triggered the problem of fairness with regard to the high school comprehensive report admission type and scholastic ability test admission type. The research findings of this study in the equal opportunity are 1) any admission systems advantageous relation to high socioeconomic status, 2) high school location and class has an effect on equal opportunity. And high school comprehensive report admission type is somewhat problematic in transparency of assessment. Such analysis suggests that university admission systems are requisite to various admission types and transparency of the high school report admission type must be necessary strengthen. In addition, it is necessary to objective ‘public admission officer’ who take charge in high school comprehensive report admission type.
