본 연구의 목적은 포스트 코로나 시대의 비전통 안보개념 등 국가안보 변화와 군의 대응방안을 제시하는 것이다. 코로나19 사태를 통해 비전통 안보위협이 국가안보에 심대한 영향을 미칠 수 있음을 실감할 수 있었으며, 군의 역할 확장에 대한 필요성도 대두되었다. 비전통 안보개념은 탈냉전 이후, 안보주체와 영역, 방식이 변화되고 확장되었다. 이에 따라 국가안보의 변화에 대해 군도 새로운 비전통 안보개념에 입각하여 임무와 역할, 지원할 수 있는 분야와 범위가 재검토되어야 한다. 비전통 안보는 포괄안보, 인간안보, 협력안보, 초국가‧초국경적 안보라는 내용으로 특징지을 수 있다. 군이 지원할 수 있는 분야와 범위는 전투준비태세에 영향을 미치지 않는 범위에서 재난 및 테러 분야에서 예방적 차원의 역할 수행과 재난, 테러 발생 시 초동대응 기관으로 서의 임무를 수행하는 분야, 피해복구, 재건 활동으로 구분할 수 있다. 이러한 재정립된 군의 역할과 임무수행을 위해 전시대비 임무와 시너지 효과를 달성할 수 있는 임무범위와 분야를 발굴하고, 제도개선과 법령을 개정해야 한다. 추후 더욱 구체적인 연구를 통해 군의 역할 정립에 대한 공감대를 형성하고, 발전방안을 더욱 구체화‧세분화하여 실천 방안과 실천과제로 추진해야 할 것이다.

This study is to present non-traditional security threats and measures to establish the role of the military. To this end, a review of the concept of non-traditional security threats and the fields and scope that the military can support must be conducted in parallel. This would suggest the direction of development of all systems and capabilities to carry out the new defense role, and provide a clues for the direction of revision of all laws. The field and scope that the military can support can be divided into areas that perform a preventive role in the field of disaster and terrorism, the field that performs its mission as an initial agency in the event of a disaster or terrorism, and damage recovery and reconstruction activities. In order to carry out these re-established military roles and missions, it is necessary to discover the scope and field of missions that can achieve synergy effects with wartime missions, and improve the system and amend laws and regulations.
