본 연구는 도시농업의 유형인 텃밭가꾸기 활동이 제공하는 가치에 대한 측정기준을 마련하고 각 기 준에 대한 우선순위를 파악하고자 한다. 이를 위하여 학계, 연구계, 공무원, 현장전문가 등 텃밭관련 전문가들을 대상으로 텃밭가치 측정기준의 우선순위를 계층분석방법(Analytic Hierarchy Process; AHP)을 이용하여 조사하였다. 텃밭지표에 대한 상대적 중요도 및 종합중요도를 종합한 결과, 응답 자들은 텃밭가꾸기 활동에 대해서 경제적 측면보다 건강적, 사회문화적, 환경적인 측면을 더욱 중요 하게 여기는 것으로 나타났다. 텃밭가꾸기 활동은 경제적으로 소득증진의 수단보다는 생산물을 생 산하고 수확하는 과정에서 발생하는 공동체 효과와 함께 건전한 라이프스타일 및 경관을 형성하는 데 기여도가 높다고 판단된다. 따라서 도시농업정책을 기획하거나, 도시주민관점에서 해당정책의 우선순위를 결정하기 위해서는 텃밭형성에 대한 경제적 측면의 비용편익보다는 소비자의 건강적 가치와 함께, 사회문화적, 환경적 가치 등을 중점적으로 고찰할 필요가 있다고 본다.

This study intended to prepare the criteria for measuring the value provided by city farming and gardening activity which is the type of urban agriculture, and to figure out the priority of each criteria. To this end, the methodology of Analytic Hierarchy Process (AHP) was applied to conduct a survey. We surveyed 59 persons of the experts specializing in urban agriculture, such as university teachers, academic researchers, public officials, field specialists. To summarize the survey result comprehensively, based on the relative importance and the overall importance concerning the index of gardening value, it is found that the respondents prefer the health, socio-cultural and environmental aspects to economic aspect on value for the city farming and gardening activity. It can be concluded that urban farming and gardening activity highly contributes to forming a sound lifestyle for urban residents and landscape amenities along with a sense of community that arise in the process of producing and growing plants rather than means of earning income economically. Therefore, it is necessary to focus on the socio-cultural and environmental value along with the residents’ health value rather than the economic benefits in planning and designing the city farming and gardening spots. It is also important to put first priority on them in designing urban agricultural policy from the point of views on value criteria perceived by city residents.
