현재 우리나라는 고령사회 진입으로 인한 65세 이상 노인의 여러 가지 문제가 발생하고 있다. 그중 비수급 빈곤 노인의 주택 문제가 크다 할 수 있다. 이 연구는 전국의 비수급 빈곤 노인의 주거권 확보를 위한 주택공급에 대한 해결안을 제언하기 위한 것이다. 부양 의무제로 인해 부양의무 가족이 있는 경우 정부의 공적임대주택의 혜택을 볼 수 없으며, 비수급 빈곤 노인의 관련 법률에 대한 문제점도 크다 할 것이다. 이로 인해 궁핍한 비수 급 빈곤 노인의 비주택거주 증가로 인해 안전상 문제로 사건 사고가 끊이질 않고 있는 것이 현재 실정이다. 이에 비수급 빈곤 노인의 비주택 거주 문제를 개선하고자 3가지 측면인 정책적 문제와 개선안, 사업자적 문제점과 개선안, 법률적 문제점과 개선안을 제시하고자 한다.

As South Korea is becoming an aging society, there are numbers of issues related to elderly over 65. Among issues, the housing for non-take-up elderly in poverty is a serious issue. In response, this study tried to suggest solutions for housing supply for securing the residential rights of non-take-up elderly in poverty. Elderly cannot benefit from the public rental housing when families support him or her in accordance with duty to support. Also, there is a huge issue in the law related to non-take-up elderly in poverty. As increasing numbers of non-take-up elderly in poverty are living in structures other than dwellings, safety-related issues and accidents continue to happen. To solve such issue related to non-take-up elderly in poverty, this study tried to propose three aspects including policy-level problems and improvement measures, business-level problems and improvement measures, and legal problems and improvement measures.
