나카네 기요시는 陸軍(省)參謀局 등에 근무하면서 『兵要日本地理小誌』 등 일본지리교과서를 출판하였다. 그가 육군참모국 재직 중 집필했던 『병요일본지리소지』는 최초의 官撰 全國地理書로 군인용 교재뿐 아니라 일본지리교과서로도 오랫동안 사용되었다. 따라서 당시 최신의 정보를 근거로 편찬된 『병요일본지리소지』에는 육군참모국의 일본 영토 인식이 잘 반영 되어 있다. 『병요일본지리소지』의 본문에는 일본의 극단에 위치한 섬들이 소개되고 ｢日本國全圖｣와 ｢山陰道之圖｣ 등에 일본 영토가 표시되었지만, 울릉도와 독도는 거론되지 않았다. 따라서 나카네가 울릉도와 독도를 일본 영토로 인식하지 않았음을 알 수 있다. 『獨學日本地理書』에는 일본 영토의 변동 상황이 정확히 반영되었음에도, 울릉도와 독도는 일본 영토로 인식되지 않았기 때문에 본문과 지도에서 모두 나타나지 않았다. 나카네는 『日本地理小誌』에서 비로소 竹島와 松島를 조선 영토가 되었다고 확실하게 밝혔다. 山陰道總論에서 오키의 서북쪽에 松島⋅竹島가 있음을 소개하고 울릉도쟁계와 竹島 渡海禁止令을 간략하게 설명하면서 막부가 竹島를 포기한다고 명령했다고 서술했던 것이다. 이러한 내용은 일본지리교과서 가운데 최초이자 거의 유일한 사례이며, ｢日本國全圖｣와 ｢山 陰道之圖｣에서도 분명하게 드러난다. 『日本地理小學』에는 松島⋅竹島가 조선 영토라는 나카네의 인식이 유지⋅계승되고 있다. 『일본지리소학』의 본문에는 竹島⋅松島가 거론되지 않지만, ｢日本總圖｣에는 竹島⋅松 島로 여겨지는 두 섬이 그려져 있다. ｢山陰道之圖｣는 『일본지리소지』의 것과 동일한데, 『訂 正日本地理小學』의 ｢山陰道之圖｣는 경위도의 범주가 줄어들면서 松島가 표시되지 않았다. 『정정일본지리소학』의 ｢日本總圖｣와 ｢山陰道之圖｣에서 松島⋅竹島 모두 일본 영토가 아니라는 점은 더욱 확실해졌던 것이다.

Nakane Kiyoshi(中根淑) worked for the Japanese Ministry of Army and wrote the Heiyo- Nakane Kiyoshi(兵要日本地理小誌) etc.. His geographical textbooks has long been used as a Japanese geography textbook as well as a military textbook. The Army Staff Bureau's perception of Japanese territory is well reflected in the Heiyo- Nakane Kiyoshi, which was compiled based on the latest information at the time. Japan's islands located on the stage were introduced in the body of Heiyo- Nakane Kiyoshi and Japanese territory was displayed Nihonkoku-zenzu(日本國全圖) and Sanindo-no-zu(山陰道之圖), but Ulleungdo and Dokdo was not marked. As a result, Nakane did not recognise Ulleungdo and Dokdo as Japanese territory. The situation of changes of Japanese territory was accurately reflected in Dokugaku-Niho nchiri-sho(獨學日本地理書), Ulleungdo and Dokdo was not recognized as Japan ese territory. Nakane clearly wrote that Dokdo(Matsushima), Ulleungdo(Takeshima) beca me Korean territory in Nakane Kiyoshi(日本地理小誌). This is the first and only case in Japanese geography textbooks, and is also evident in Nihonkoku-zenzu and Sanindo-no-zu. Nakane's perception that Dokdo(Matsushima), Ulleungdo(Tak eshima) belongs to Joseon continues in Nihon-sozu(日本總圖) and Sanindo-no-zu of Nihonchiri-shogaku(日本地理小學).
