본 연구의 목적은 한국 디지털산업정책과 관련하여, 역사적 제도주의 분석을 통해 지난 30년 동안 6개 정부를 거치면서 작용된 제도변화 결 정요인을 밝히는 데 있다. 본 연구는 정치·경제적 환경요인과 정책패러다 임·정책거버넌스의 제도적 맥락을 분석기준으로 하여, 이 기간을 디지털 산업발달에 따라 5단계로 나누어 분석을 수행하였다. 이에 따라 다음과 같은 결론을 도출하였다. 첫째, 국가혁신체제론은 1994년 정보통신부 설 립 이후에도 줄곧 한국 디지털산업정책 변화에 큰 영향을 주어 강한 경 로의존성을 보였다. 둘째, 과학기술부처의 위상 변화가 각 정부의 관련 정책변화에 영향을 주었고, 특히 과학기술부처와 산업부처 간의 거버넌 스 경쟁은 다른 변화요인인 '정권교체 및 국내정치적 환경' 등과 상호작 용을 통해 더욱 강화되면서 이후 정부들의 정책변화에 제도적 맥락으로 작용되었다. 셋째, 정권교체가 그 자체로 또는 '정부의 시장개입 태도에 대한 정권 태도', 'IT산업과 굴뚝산업에 대한 정권 태도' 등 다른 변화요 인과 상호작용을 하면서 더욱 강화되는 것으로 나타났다. 넷째, IMF 외 환위기, 글로벌 금융위기, 코로나-19, 대통령 탄핵 등 국가위기상황 자체 가 한국 디지털산업정책의 변화요인이 되는 것으로 나타났다. 본 연구는 지난 30년의 기간을 관통하는 한국 디지털산업정책 변화요인과 제도적 맥락을 분석함으로써 디지털산업정책의 수립방향을 제시하였다.

The purpose of this study is to clarify the determinants of institutional change that has been acting through six governments over the past 30 years through historical institutional analysis in relation to Korea's digital industry policy. Based on the analysis criteria of environmental factors like political and economic ones, and the institutional context of policy paradigm and policy governance, this study was conducted by dividing that period into five stages according to the development of the digital industry. The conclusions are as follows. First, the theory of the national innovation system has shown strong path dependence as it has had a great influence on changes in Korean's digital industry policy since 1994. Second, the change in the status of the Ministry of Science & Technology influenced the changes in related policies of each government. In particular, governance competition between science & technology and other ministries was further strengthened through interactions with other factors, such as regime change and domestic political environment. Third, it was found that the regime change itself not only affected policy changes, but also strengthened by interacting with other factors such as ‘the government’s attitude toward market intervention’ and ‘the government’s attitude toward IT and traditional industries.’ Fourth, it was found that the national crisis situation itself, such as the financial crises, COVID-19, and the impeachment of the president, is a factor in changing digital industry policy. This study presented the direction of establishing digital industry policies by analyzing the factors of change and institutional context of Korean digital industry policies.
