본 논문은 문재인 대통령의 6·25전쟁 종전선언 제안과 관련국 입장에 대한 분석평가와 추진방향을 분석하기 위한 것이다. 이를 위해 6·25전쟁 종전선언 제안과 종전선언 관련국 북한·미국·중국의 입장을 분석·평가하 고 한국의 추진방향·전략을 살펴본 것이다. 문재인 대통령은 제76차 유 엔총회 기조연설(2021.9.21)을 통해 비핵화와 한반도 항구적 평화정착의 입구론을 내세워 종전선언을 재차 제안하였다. 종전선언 제안에 북측도 일단 호응하면서도 적대시정책과 이중기준의 철회조건을 내세우고 있다. 미국도 종전선언 가능성은 ‘열려 있다’고 원론적으로 화답했지만 유엔사 해체와 주한미군철수를 우려하고 있고 또한 그 시기, 순서, 조건과 관련 해서 한국과 다른 입장을 보이고 있다. 중국은 종전선언과 관련해서 중 국역할 강조하며 지지를 표명했지만 북한의 비핵화보다는 유엔군사령부 해체와 주한미군축출을 주된 목표로 삼고 있다. ‘급할수록 돌아서 가라.’ 는 말이 있다. 한국의 군사안보는 자조적이면서도 튼튼한 한미공조에 기 초해야 한다. 향후 우리는 신중·치밀한 단·중·장기적 추진방향·전략에 바 탕을 두어 종전선언, 평화협정, 평화체제를 점진적·순리적으로 도출하여 착실히 실천·이행해 나가야 할 것이다.

In the keynote speech at the 76th UN General Assembly(2021), President Moon Jae In proposed the declaration of the end of the war again, citing the theory of entrance to denuclearization and permanent peace settlement on the Korean Peninsula. While responding to the proposal for the declaration of the end of the war, the North is also proposing a hostile policy and a condition for withdrawal of double standards. The U.S. also responded in principle that the possibility of an end-of-war declaration is ‘open,’ but is concerned about the dissolution of the U.N. command and withdrawal of USFK and is also showing a different position from the ROK regarding the timing, order, or conditions of the end-of-Korean War declaration. China expressed support in relation to the declaration of the end of the war, emphasizing its role as China, but its main goal is to dismantle the UN history and expel USFK rather than denuclearize North Korea. There is a saying, “The more urgent you are, the more you turn around.” The ROK's military security should be based on self-help and strong cooperation between the ROK and the United States.
