인구감소 및 지방소멸 대응 정책과 전략수립을 위해서는 중앙정부와 기초 및 광역 지방자치단체의 협력체계 구축 및 지역별 여건에 대한 폭넓은 이해를 바탕으로, 사회환경 변화에 따른 지역의 인구변동 및 인구감소 위기를 탐지할 수 있는 지표와 도구가 필요하다. 이에 본 연구에선 지역을 일종의 유기체로서, 인구 및 소비활동이 얼마나 건강하고 역동적인지를 탐색할 수 있고, 나아가 인구감소위기에 직면한 주요지역 선정을 확인할 수 있는 지역활력도에 주목하였다. 특히, 빅데이터를 활용하여 사회적 활력, 경제적 활력수준 평가와 지역별 정주여건 수준을 함께 고려하여 작성된 지역활력도의 활용성 제고를 위해 디지털 대시보드를 설계하여 구현하였다. 구현된 디지털 대시보드는 지역간 비교를 통한 격차확인이 가능하며, 사용자가 원하는 지역의 시계열 변화에 따른 상이한 인구감소 문제 대응방향과 주도적인 해결방안 모색에 기여할 수 있다. 또한, 본 연구는 연구의 투명성 확보를 위하여 개방형 저장소에 연구데이터 및 코드를 공유하였으며, 이를 통해 연구의 재현성과 반복가능성 또한 보장되었다.
An advanced understanding of the regional characteristics helps to tackle demographic challenges and socioeconomic inequalities. This study seeks to measure regional vibrancy for analysing the spatial and temporal relationships of human dynamics and space by social and economic vitality. The research was founded on using novel data sources, enabling exploring differences in regional vibrancy indicators over space and time. It helps to identify prominent regions that have suffered from population shrinking, and develop solutions to foster local initiatives, including local government, active numbers of the communities and businesses, to create action plans by coordinating efforts for the areas. This task is achieved by developing and operating services through digital dashboards as a monitoring system to navigate changes in regional vibrancy over time. To This end, we shared codes and publicly available datasets to replicate and reproduce the same, or sufficiently similar results as the original, responsible for the end-users.
