4.19혁명은 이승만정권의 3.15부정선거에 분노하여 학생과 시민 들이 부패한 권력을 축출하고 새로운 권력을 창출했다. 이는 한국 민주주의 역사에서 시민혁명이었다. 4.19혁명의 숭고한 민주정신 은 이후 1979년 부마항쟁으로부터 1987년 6월항쟁에 이르기까지 한국민주화운동에 그대로 계승되어 한국민주주의를 선도했다. 4.19혁명정신과 민주이념은 개정헌법에 반영돼 민주화운동의 정당 성을 확보하였고, 4.19혁명기록물은 2023년 유네스코 세계기록유 산으로 등재돼 한국민주주의를 세계적으로도 널리 확산시키는 계 기를 마련하게 되었다. 4.19혁명정신계승과 선양사업은 2023년 국 가보훈부 승격으로 향후 더욱 확대될 가능성이 높지만, 그럼에도 4.19혁명정신계승과 선양사업은 보훈선진국 사례를 적용하여 민주 시민교육 확대와 민·관·학 거버넌스 형태의 민주시민교육 프로그램 을 더 개발해 나가야 한다.

With the April 19, students and citizens who were upset with March 15 rigged election led under the Lee Seung-Man’s regime ousted collapsed power and established a new power. It was a people’s revolution in democratic history of Korea. Democratic spirit enhanced in the April 19 Revolution was succeeded in Korean democratic movements from the Buma Democracy Movement in 1979 to the June Democracy Movement in 1987 and led Korean democracy. The April 19 Revolutionary spirit and democratic ideology were reflected in the revised Constitution to secure legitimacy of democratic movement, and the records of the April 19 Revolution were designated as one of 2023 UNESCO World Heritages, which was a good opportunity that Korean democracy would be expanded world-widely. Although there is a great possibility that succession and enhancement of the April 19 Revolutionary spirit would be expanded further with promotion in status of the Ministry of Patriots and Veterans’ Affairs, for better management of the project, the government should expand education for democratic people and develop governance-type education programs supported jointly by private, public and academic sectors by referring to cases of advanced countries in patriots and veterans’ affairs.
