본 논문은 UN 장애인권리장전에 준하는 한국의 장애인복지정책을 살펴보고 장애인의 욕구를 반영한 실질적인 장애인복지정책에 대해 연구함으로써 우리나라 장애인복지정책에 효과적으로 대처할 수 있는 방 향을 제시하고자 하였다. 또한, 한국의 장애인복지정책의 발전과정을 분석하고, 장애인관련법과 주요현안 이 장애인의 욕구를 잘 반영하고 있는지 살펴보았다. 연구결과, 장애인은 사회구성원으로써 인간다운 삶 을 보장하고 지역사회와 함께 할 수 있도록 장애인의 생애주기를 고려한 맞춤형 서비스 전달체계가 반영 된 실질적인 장애인복지정책이 필요함을 시사한다.

This paper examines the welfare policy of the disabled people based on the UN Bill of Rights for the Disabled, and proposes a direction to effectively cope with the welfare policy of the disabled people in Korea by studying the actual welfare policy of the disabled with the desire. In addition, we analyzed the development process of the welfare policy of the disabled in Korea and examined whether the law related to the disabled and major issues reflect the needs of the disabled person. As a result, it is suggested that people with disabilities should have a practical policy for the disabled, reflecting the personalized service delivery system considering the life cycle of disabled people so that they can live with the community as a member of society.
