본 연구는 정보접근성에 대한 장애인의 영향을 살펴보고자 장애인과 비장애인의 정보 접근성 수준의 차이와 장애인 정보접근성에 영향을 미치는 요인, 장애변수가 정보접근 성에 영향을 미치는지를 살펴보고자 하였다. 이에 정보접근성에서 장애인과 비장애인의 격차를 확인하고, 인구사회학적 요인뿐만 아니라, ‘장애’ 요인 자체만으로도 장애인의 정 보접근성이 격차를 발생시키는 유의미한 독립변수임을 검증하고자 하였다. 이를 위해 2017년도 보건복지부와 과학기술정보통신부에서 발행한 자료를 통합하여 분석하였다. 결과는 다음과 같다. 장애인의 정보접근성은 연령, 학력, 소득수준, 고용여부 등 인구사회학적 요인들에 영 향을 미치며, 연령이 낮을수록, 저학력일수록, 소득수준이 낮을수록, 무직일 경우 정보 접근성의 수준이 더 낮아졌다. 문제는 이러한 인구사회학적 특성을 통제하더라도 장애 인은 ‘장애’ 요인은 정보접근성에 유의미한 영향을 미쳤는데 로지스틱 회귀분석을 통해 ‘장애’가 정보접근성에 영향을 미치는 독립변수임을 검증하였다. 기존 연구와 다른 점은 접근성의 개념 규정을 물리적 접근성만 두지 않고, 조작의 적합성 차원을 추가하여 장 애인의 정보접근성의 차이가 나는 결과에 대해 설명력을 보다 더 높였다는 것이며, 장 애인의 정보 불평등이 정보화의 기술적 요인-조작의 적합성-에 의해 영향을 받고 있음 을 검증하여 향후 사회복지 프로그램 차원에서 조작의 적합성을 염두 하여 개발하여 장 애인의 정보 불평등을 해소하는 방향을 제시했다고 할 수 있다.

This study sought to identify the gap between the disabled and the non-disabled in information accessibility and verify that the 'disabled' factor alone, as well as demographic and sociological factors, is a significant independent variable that creates a gap in information accessibility for the disabled. To this end, data issued by the Ministry of Health and Welfare and the Ministry of Science and ICT in 2017 were integrated and analyzed. The results are as follows: Access to information for people with disabilities influenced demographic and sociological factors such as age, educational background, income level, employment status, and the lower the age, the lower the income level, and the lower the level of information access if unemployed. The problem is that despite controlling these demographic sociological characteristics, the disability factor had a significant effect on information accessibility, and logistic regression confirmed that information accessibility was an independent variable. The difference from previous studies is that the conceptual provisions of accessibility do not only have physical accessibility, but also added a degree of suitability for manipulation, which demonstrates that information inequality is affected by technical factors of informatization - suitability of manipulation.
