본 연구는 2022년에 용어를 공식화한 이상동기 범죄에 대해 알아보고, 최근 급증하 고 있는 이상동기 범죄의 대응방안을 제안하는 데 목적을 두었다. 이상동기 범죄는 명확 한 범행동기가 없고 범죄 유형이 불특정 다수를 대상으로 한다는 점에서 대응하기 어려 운 실정이다. 공식적인 통계도 2023년에 와서야 비로소 기록하였다. 경찰청은 긴급하게 태스크포스팀을 신설하여 대응책을 마련하고 있으나 아직 미미한 상태에 있다. 연구방 법은 선행연구와 대검찰청의 연구보고서 등을 분석하고 이상동기 범죄 대응방안을 모색 하였다. 연구결과는 이상동기 범죄의 상황 특성, 범행 동기, 범죄자 유형을 분석하였다. 대응방안은 현실불만형, 만성분노형 및 정신질환형을 중심으로 살펴보았으며, 마지막으 로 범행동기는 정신과적 문제가 가장 많은 것으로 나타나 이에 대한 관리방안을 알아보 았다. 연구결과를 바탕으로 이상동기 범죄에 대한 논의와 대응방안을 제안하고자 한다.
This study is aimed to investigate the abnormal motive crime that formalized the term in 2022 and to propose countermeasures against the rapidly increasing abnormal motive crime. It is difficult to respond to the abnormal motive crime because there is an unclear motive for crime and the type of crime is targeted at unspecified individuals. Official statistics were not recorded until 2023. The National Police Agency has urgently established a task force team to prepare countermeasures, but it is still in a state of insignificance. The research method was to analyze the previous research and the research report of the Supreme Prosecutors’ Office, and to find out how to deal with the abnormal motive crime. The results of this study are as follows. First, the situational characteristics of the abnormal motive crime, the crime motive, and the type of criminal were analyzed. The countermeasures were focused on the reality complaint type, chronic anger type, and psychopathic type. Lastly, since psychiatric problems are the most common motives, the management plan for them was examined. Based on the results of the study, I would like to propose a discussion and countermeasures for the abnormal motivation crime.
