본 연구의 목적은 문화유산을 계승한 기념관의 문화복지시설 구현에 관한 연구로 이상설 과 항일 독립운동과의 관계를 분석하고 실증하여 그 업적을 건축물로 승화하는 것이다. 연구 에 따른 결론과 향후 제언은 다음과 같다. 첫째, 이상설 선생의 한국독립운동사를 연계한 스 토리텔링으로 지역의 독립운동 역사를 대변하는 수단으로 활용한다. 둘째, 지역 문화유산의 보존·활용·향유·관심·참여로 지역 문화유산에 대한 활성화를 추진한다. 셋째, 이상설 선생의 항일 독립운동 업적을 정성껏 건축에 녹여 담아서 구현되어있는 기념관을 중심으로 역사·전 통·문화·관광자원과 연계한 다양한 프로그램개발 및 이미지 부각으로 지역 문화복지의 가치 를 재해석하고 이를 재조명하여 지역문화복지시설로 운영하여야 한다. 향후 제언, 문화유산 의 계승과 재해석을 바탕으로 조영된 기념관 건축물을 과거·현재·미래가 공존하는 미래 지향 적인 문화복지시설 이미지로 지역을 발전시켜야 할 것으로 사료 된다.

The purpose of this research is to analyse and demonstrate the relationship between Sang-sul Lee and the anti-Japanese independence movement, and to sublimate its achievements into architecture through the implements of cultural welfare facilities in a memorial hall that inherit cultural heritage. The conclusions and future recommendations are as follows. First, it is used as a means of representing the history of the local independence movement through storytelling about the independence movement of Sang-sul Lee. Second, it promotes the revitalisation of local cultural heritage through preservation, utilisation, enjoyment, interest and participation in local cultural heritage. Third, we should build a memorial to Lee's achievements in the anti-Japanese independence movement, develop various programmes linked to historical, traditional, cultural and tourist resources, and operate it as a regional cultural welfare facility by highlighting its image and redefining the value of regional cultural welfare. Suggestions for the future, based on the inheritance and interpretation of cultural heritage, the memorial building should be developed as a future-oriented cultural welfare facility where past, present and future coexist.
