한국의 산림계획제도는 산림기본계획, 지역산림계획, 국유림 및 공·사유림경영계획으로 구성되며, 지역산림계획은 광역시·도 단위로 수립되어 최상위 계획과 최하위 계획을 연결하는 중요한 역할을 수행한다. 그러나, 시·군 산림계획의 부재로 지역산림계획이 실제로 이행되는 시·군 지역 단위에서의 지역 특성과 주민 요구를 반영하지 못하는 한계가 있다. 따라서 본 연구는 현재 시·군 산림계획의 강점과 개선점을 분석하여 향후 방향을 설정할 목적으로 전북특별자치도의 고창군, 순창군, 장수군을 대상으로 중요도-만족도 분석 기법을 활용하여 공통적으로 다루고 있는 주제와 세부 항목의 상태를 평가하였다. 분석 결과, 각 지역의 현재 산림 정책과 사업에 대하여 강점과 개선점을 도출하였으며, 이를 바탕으로 향후 산림사업의 방향과 개선점을 제시하였다. 본 연구는 세 지역의 비교·분석을 통해 지역별 산림사업의 특성과 정책적 차이를 구체적으로 파악할 수 있었으며, 이를 통해 향후 지역 주민의 요구를 반영한 정책 수립과 지속 가능한 산림 관리 체계를 통한 효과적인 산림 정책 수립에 기여할 수 있을 것으로 기대된다.

Korea’s forest planning system consists of the National Forest Plan, Regional Forest Plans, and management plans for national, public, and private forests. Among these, the Regional Forest Plan is established at the provincial level and plays a crucial role in linking the overarching National Forest Plan with localized forest management plans. However, a key limitation of the current system is that Regional Forest Plans often fail to adequately reflect the specific characteristics and demands of local communities at the county level, where implementation actually takes place. Therefore, this study aims to establish a direction for forest planning that better incorporates local characteristics and community needs. To achieve this, the study categorized forest-related sectors into four major themes and applied an importance-performance analysis to evaluate the status of commonly addressed topics and subcategories across three counties: Gochang, Sunchang, and Jangsu. The analysis identified the strengths and areas for improvement within current forest policies and projects of each county, and based on these findings, suggestions were proposed for future forest management strategies. By conducting a comparative analysis of each county, this study provided a detailed assessment of the policy differences in regional forest management. The findings are expected to contribute to the development of more effective forest policies by incorporating local community needs and promoting a sustainable forest management framework.
