본 연구는 산업안전보건법 제57조, 시행규칙 제73조에 근거한 산업재해조사표와 관련하여 산업재해 예방 관점에서 산업재해조사표의 문제점을 경험적으로 확인하고 자율 안전보건 관리체계 구축을 위한 활용 방안을 제언하였다. 2017~2020년에 제출된 산업재해조사표 1,200건을 무선 추출하여 재해발생 개요 및 원인, 재발방지계획을 대상으로 작성된 내용 적정성을 분석하고 계량적 평정을 통해 업종과 규모별 내용작성 차이를 통계적으로 분석하 였다. 또한 일반적인 산업재해조사표 작성 사례를 작성방법과 비교하여 정리하였다. 연구 결과, 제조업과 건설업에 비해 기타업종은 평정점수가 낮게 나타났으며, 규모가 작은 사업 장일수록 평정점수가 낮게 나타나 산업재해조사표의 내용 적정성 수준이 상대적으로 낮은 것으로 확인되었다. 일반적인 작성 사례를 비교한 결과, 재해발생 개요 및 원인을 구체적으 로 작성하지 않는 경우와 더불어 사고의 원인과 결과를 단순화시켜 작성한 경우가 많았다. 산업재해조사표의 목적과 중요성을 고려할 때, 작성방법에 대한 교육과 홍보, 관련 업무의 인력 보충 및 업무처리 절차 개선, 그리고 산업재해 예방사업과의 연계가 필요하다.

This study empirically identified the problems of the industrial accident investigation form (IAIF) based on Article 57 of the Occupational Safety and Health Act and Article 73 of the Enforcement Decree on the perspective of industrial accident prevention activities, and suggested operational use for establishing an autonomous safety and health management system. Among the IAIF submitted from 2017 to 2020, 1,200 cases were randomly extracted and analyzed for the appropriateness of the contents written for the industrial accident overview, cause, and recurrence prevention plan. After then, the differences in content by industry and size were identified through 4 score evaluation for the quantitative and statistical analysis. In addition, the general writing cases of IAIF were organized by comparing them with the writing method. As a result of the study, the evaluation scores of other industries were lower than those of manufacture and construction, and the smaller the workplace, the lower the evaluation scores, confirmed that the level of content appropriateness of IAIF was relatively low. As a result of comparing general writing cases, there were many cases which the accident occurrence overview and cause were not written in detail, and the causes and results of the accident were written in a simplified way. Considering the purpose and importance of the IAIF, it is necessary to provide education and publicity on how to write it, supplement personnel for related work, improve work procedures, and connect IAIF with industrial accident prevention activities.
