지역 공동체의 붕괴와 인구 감소에 대응하기 위한 정책적 수단으로 마을기업이 주 목받고 있다 특히 년 마을기업육성 및 . 2025 「 지원에 관한 법률」이 제정되면서 마 을기업에 대한 제도적 기반이 마련되었으나, 실효성 있는 지원체계 마련을 위한 구 체적 방안은 아직 미흡한 상황이다. 본 연구는 「마을기업육성 및 지원에 관한 법 률」에 근거하여 마을기업의 지속가능한 성장과 지역경제 활성화를 위한 정책적 지 원 방안을 도출하는 것을 목적으로 한다.법률 조문 분석, 정책 문헌 및 선행연구 검 토,, 국내외 유사 정책 사례 비교를 통해 마을기업 지원 정책의 현황과 과제를 진단 하고 개선 방안을 제시하였다. 분석 결과, 마을기업 정책의 효과성을 높이기 위해서 는 법률 기반의 통합지원체계 구축, 중간지원조직의 전문성 강화, 단계별 맞춤형 교 육 및 컨설팅 제공, 지역 특성에 기반한 사업모델 개발, 그리고 지속가능성 중심의 성과관리 체계 도입이 필요한 것으로 나타났다. 본 연구는 「마을기업육성 및 지원 에 관한 법률」의 실질적 이행을 위한 정책 개선 방향을 제시하였으며, 향후 마을기 업 정책의 체계적 운영과 지역공동체 활성화를 위한 기초자료로 활용될 수 있을 것 으로 기대된다.

Village enterprises have gained attention as a policy tool to address the collapse of local communities and population decline. With the enactment of the Act on the Promotion and Support of Village Enterprises in 2025, an institutional foundation was established. However, concrete and effective support measures remain insufficient. his study aims to propose policy support measures to promote the sustainable growth of village enterprises and revitalize local economies, based on the provisions of the aforementioned Act. The study analyzed the legal text of the Act, reviewed policy literature and prior research, and conducted a comparative analysis of domestic and international policy cases. These methods were used to identify current issues and suggest practical improvements. The results indicate that enhancing the effectiveness of village enterprise policies requires: establishing an integrated support system based on law, strengthening the capabilities of intermediary support organizations, providing customized education and consulting at each stage of growth, developing business models reflecting regional characteristics, and introducing a performance management system focused on sustainability. This study presents policy directions for the effective implementation of the Act on the Promotion and Support of Village Enterprises. The findings can serve as foundational data for the systematic operation of village enterprise policies and the revitalization of local communities.
