본 연구는 ‘조치원문화정원’의 사회문화적 기능을 제3의 장소 이론과 공론장 이론을 바탕으로 분석하여, 지역 기반 문화공간이 공동체 형성과 공적 담론의 장으로 기능할 수 있는 가능성과 한계를 규명하고자 하였 다. 이를 위해 공간 운영대표, 입주 작가, 연구원, 지역 주민과의 심층 인터뷰와 현장 관찰을 통해 자료를 수집하였다. 연구 결과는 다음과 같 다. 첫째, 조치원문화정원은 누구나 자유롭게 접근할 수 있는 개방적 공 간에서 다양한 협력 프로그램과 참여 활동을 통해 자율성과 상호작용성 을 실현하고 있었다. 둘째, 제3의 장소가 요구하는 비공식성, 반복성, 사 회적 유대 형성의 조건을 충족하는 수평적 담론의 장으로 확장될 수 있 는 가능성을 갖고 있었다. 조치원문화정원은 비공식적 상호작용과 자율 적 참여를 바탕으로 제3의 장소이자 생활 기반 공론장의 초기 구조를 형 성하고 있는 것으로 나타났다. 그러나 제도적 불안정성과 운영 자원의 한계, 지역문화 기반의 미성숙은 지속가능성에 제약을 주고 있었다. 이와 같은 연구가 주는 시사점은, 지역 문화공간이 물리적 재생을 넘어 주민 참여와 공적 담론을 통해 지속가능한 문화 생태계를 구축할 수 있다는 가능성을 보여준다는 데 있다. 향후 과제로는, 이러한 구조의 지속을 위 해 제도적 지원의 안정화와 참여 주체의 다양화가 요구된다.
This study explores the social and cultural roles of the Jochiwon Cultural Garden in Sejong City, using Ray Oldenburg’s “third place” theory and Jürgen Habermas’s “public sphere” theory as analytical frameworks. Based on literature review and qualitative case study methods, data were collected through semi-structured interviews with the space’s operator, resident artists, and local residents, along with a user survey. Findings indicate that the Jochiwon Cultural Garden functions as a third place through informal interactions and voluntary participation rooted in everyday life. It also shows early signs of developing into a public sphere, where diverse actors engage in open and horizontal discourse. Examples include collaborations among artists, residents, and schools, as well as public seminars with pluralistic participation. Despite this potential, limitations such as unstable institutional support and limited cultural infrastructure hinder its sustainability. Nevertheless, the space demonstrates meaningful implications for designing local cultural spaces that integrate publicness, autonomy, and everyday cultural engagement.
