본 연구는 노인의 통합돌봄을 위한 재가노인복지서비스 역할과 응급안전안심서비스 활성화 방안을 검증하는 것에 목적이 있다. 본 연구는 2024년 11월 19일 Y시 응급안전서비스 담당자, 관련 부처 책 임자, 이용 어르신 등 6명을 대상으로 Krueger와 Casey(2009)의 방법에 따라 개방형, 주요, 마무리 질문 으로 구성된 반구조화된 포커스 그룹 인터뷰(FGI)를 실시하고, 그 결과를 분석하였다. 연구 결과, 첫 째, 재가노인복지서비스 중요 사항으로 정서적 안녕감과 라표형성이 중요한 것으로 확인이 되었다. 둘째, 응급안전안심서비스는 다양한 안전장비와 신속한 대응체계 덕분에 어르신들에게 심리적 안정감 과 높은 만족도를 제공하지만, 장비 분실․설치․오작동, 사용법 숙지 등 실무적 어려움과 불편도 함 께 나타남을 확인하였다. 셋째, 서비스 대상자 범위 확대에 따른 맞춤형 관리와 지원 체계의 정교화 가 필요함이 확인되었다. 이에, 연구 결과를 바탕으로 통합돌봄 플랫폼을 구축과 연계, 재가노인복지 서비스 기능강화, 응급안전안심서비스 장비 표준화와 AI 기반 예측 시스템 도입, 지역주민이 주도하 는 돌봄 공동체 조성 등에 관한 정책 및 실천적 제언을 하였다. 위와 같은 연구 결과와 제언을 근거 로 노인의 통합돌봄을 위한 재가노인복지서비스 역할과 응급안전안심서비스 활성화의 발판을 마련할 것으로 기대한다.

The purpose of this study is to verify the role of welfare services for the elderly at home for the integrated care of the elderly and how to activate emergency safety safety services. On November 19, 2024, this study conducted FGI for a total of 6 people, including emergency safety service managers, related department heads, and senior citizens, and conducted analysis according to the results. As a result of the study, first, it was confirmed that emotional well-being and label formation are important matters for welfare services for the elderly at home. Second, the emergency safety safety service provides the elderly with a sense of psychological stability and high satisfaction thanks to various safety equipment and rapid response systems, but it was confirmed that practical difficulties and inconveniences such as loss, installation, malfunction, and familiarity with how to use the equipment also appeared. In addition, in order to solve this problem, it was confirmed that more systematic management reinforcement and user-customized support were necessary. Third, it was confirmed that it was necessary to elaborate the customized management and support system according to the expansion of the scope of service targets. Therefore, based on the research results, policies and practical suggestions were made on the establishment and linkage of an integrated care platform, reinforcement of the function of welfare services for the elderly at home, standardization of emergency safety service equipment and introduction of an AI-based prediction system, and creation of a care community led by local residents. Based on the above research results and suggestions, it is expected to lay the groundwork for the role of welfare services for the elderly at home for the integrated care of the elderly and revitalization of emergency safety safety services.
