본 연구는 대학생의 취·창업과 청년 지역 정주 정책에 관해 지역대학을 중심으로 주요 쟁점을 분석하고 향후 정책 방향을 모색하는 데 그 목적이 있다. 인구 감소와 지방 소멸의 위기 속에서 대학이 지역 사회와 청년의 삶을 연결하는 중심 주체로서 수행해야 할 역할을 고찰하였다. 이 연구에 서는 2025년 10월 초 시점을 기준으로 관련 문헌 연구와 주요 사례, 언론 보도 등을 조사하고 쟁점 분석과 정책 방향 모색을 하였다. 연구 결과, 지 역대학의 청년 정주 지원은 진로지도나 취·창업 연계에 머무르지 않고 지 역의 산업·문화·주거·교육 환경을 통합적으로 연결하는 정주 생태계 설계와 구축으로 확장되어야 함을 확인하였다. 또한 대학이 청년 정주 정책의 수 혜자나 집행 기관으로 그 역할이 제한되지 않고 청년의 삶의 질을 보장하 고 지역 혁신을 추동하는 실질적 주체로서 자리매김해야 함을 제시하였다. 이를 위해 대학은 지자체 및 산업체와의 협력 거버넌스를 구축하고 교육· 일자리·삶터가 순환적으로 연계되는 구조를 설계할 필요가 있다. 본 연구 는 청년 정주를 국가 인구 정책의 차원만이 아니라 청년의 선택권과 삶의 질 향상을 위한 지역 기반 및 여건 조성 과정으로 재정의하면서 향후 지 역대학이 지속 가능한 발전과 균형 성장을 위해 나아가야 할 방향을 제시 한다.

This study analyzes university students’ employment and entrepreneurship in relation to youth settlement policies, focusing on the role of regional universities. Amid population decline and local extinction, universities are increasingly required to connect youth with local communities and support sustainable regional development. A review of relevant literature, cases, and media reports available up to early October 2025 indicates that youth settlement support must move beyond career or employment programs toward an integrated ecosystem that links local industry, culture, housing, and education. Regional universities should act not only as policy implementers but as active agents that enhance youth well-being and regional innovation. Accordingly, universities need collaborative governance with local governments and industries and a circular structure connecting education, employment, and living environments. This study reframes youth settlement as a process of improving youth autonomy and quality of life and suggests policy directions for regional universities’ sustainable growth.
