본 연구의 목적은 한국의 사회적경제 분야 청년 고용정책을 분석해서 사회적경제 방식으로 청년 실업 문제를 완화할 방법을 찾기 위함이다. 사회적경제는 경제적 목적과 사회적 목적을 동 시에 추구하고, 기업의 존재 목적 중 하나가 고용이며, 사회문제를 해결하는 사회 혁신을 추구 한다는 점에서 청년 실업 문제를 완화할 잠재력을 지니기 때문이다. 길버트(Gilbert)와 스펙트 (Specht)의 분석틀을 활용하여 정책 대상, 급여, 전달체계, 재원을 분석하였다. 연구 결과를 토 대로 도출한 정책제언은 다음과 같다. 첫째, 정책 대상 측면에서는 대상 선정 기준이 나이만 있 는데, 더욱 다양화해야 할 필요가 있다. 청년 나이 범위를 세분화하고 성별, 학력별, 지역별 등 청년의 다양한 특성을 고려해야 한다. 둘째, 급여가 상당히 낮은 수준이기 때문에 두 가지 차원 에서 급여를 다양화해야 한다. 하나는 비금전적 보상을 늘리는 것이고 다른 하나는 현물 비중을 늘리는 것이다. 셋째, 전달체계 측면에서는 수직적 전달체계 특성을 보이는데, 통합적 전달체계 를 구축할 필요가 있다. 모든 이해당사자가 수직적·수평적으로 통합하는 전달체계를 구축하는 것이다. 넷째, 재원 측면에서는 정부 재원만으로 정책이 운용되는데, 기업, 사회적경제기업, 지 역·시민사회 등 다양한 이해당사자로부터 재원을 조달해야 한다.

The purpose of this study is to analyze Korea's youth employment policy in the social economy field and find ways to alleviate the youth unemployment problem through social economy. This is because social economy has the potential to alleviate the problem of youth unemployment. Social economy pursues both economic and social purposes, one of the purposes of a company's existence is employment, and pursues social innovation that solves social problems. Using Gilbert and Specht's analytical framework, policy targets, benefits, delivery systems, and financial resources were analyzed. The policy recommendations derived based on the research results are as follows. First, in terms of policy targets, the only criteria for selecting targets is age, but there is a need to further diversify. The age range of young people should be segmented and various characteristics of young people, such as gender, educational level, and region, should be considered. Second, since benefit are quite low, benefit need to be diversified along two dimensions. One is to increase non-monetary compensation and the other is to increase the proportion of in-kind rewards. Third, in terms of the delivery system, it shows characteristics of a vertical delivery system, and there is a need to build an integrated delivery system. The goal is to build a delivery system that integrates all stakeholders vertically and horizontally. Fourth, in terms of financial resources, policies are operated only with government resources, but financial resources must be procured from various stakeholders such as companies, social economy enterprises, local regions, and civil society.
