중국에서 청년에 대한 국가의 친화성 정도는 지역마다 다르다. 최근 항저우는 청 년 친화 도시로 부상하고 있다. 이는 항저우 모델이라는 담론에서 잘 나타난다. 본 연구는 항저우 모델의 핵심 내용과 청년 친화성을 분석하고 항저우의 청년 친화 정 책을 분석하는 데 목적이 있다. 항저우 모델의 핵심 내용은 유능한 정부, 유효한 시 장과 유기적 사회의 삼위일체 모델이다. 삼위일체 모델에서도 항저우의 청년 친화성 을 보여 준다. 실제 항저우의 각종 지표에서도 항저우의 청년 친화성이 나타난다. 예 컨대 육소룡의 창업자 특성, 상주인구 등에서 항저우의 청년 친화성이 나타난다. 항 저우의 청년 친화 정책도 구체적으로 분석된다. 대표적으로 항저우시는 일찍부터 <대학생 혁신 창업 3개년 행동 계획>을 실시하였는데 그 내용이 아주 구체적이고 효과적이다.

In China, the degree of youth affinity varies by region. Recently, Hangzhou has emerged as a youth-friendly city. This is evident in the discussion on the Hangzhou model. The purpose of this study is to analyze the core contents of the Hangzhou model and youth affinity, and to analyze the Hangzhou youth affinity policy. The core contents of the Hangzhou model are a model in which the competent government, effective markets, and organic society are united. The model also reflects the youth affinity of Hangzhou. In fact, various indicators of Hangzhou reflect Hangzhou's youth affinity. For example, the youth affinity of Hangzhou was revealed in Six Dragons' founder characteristics and resident population. Hangzhou's youth affinity policy was also analyzed in detail. Most representatively, Hangzhou City implemented the 'Three-Year Action Plan for University Student Innovation Start-up' early on, and its contents are very specific and effective. This paper proved that Hangzhou has a more distinct youth-friendly policy than other cities.
