본 연구에서는 20세기 초 부산 지역에서 재제염(再製鹽)의 생산과 유통 과정을 분석하였다. 당시 조선의 소금 수입 통계 검토 및 전통 자염(煮鹽) 생산비와 재제염 소매가 비교를 통해 재제염 산업의 성장 배경이 된 경제적 조건을 규명하였다. 즉, 생산 측면에서 재제염이 탄생할 수 있었던 것은 부산항을 통해 수입된 천일염 수입가격에 수입 물류비와 가공비를 추가 부담하여도 자염 생산비와 비교하면 가격 경쟁력을 가졌기 때문이다. 부산 재제염의 유통은 주로 경상도와 함경도에 집중되었다. 경상도에서는 낙동강 수운이 핵심적인 역할을 했으며, 낙동강 본류를 따라 하단과 상주가 주요 유통 거점으로 기능했고, 남지·창녕·합천·밀양 등 낙동강 지류 지역도 중요한 유통 지역이었다. 1905년 경부선 철도가 개통된 이후에는 대구와 김천으로도 대량의 소금이 철송되었으나, 경상남도 북부 지역에는 인천산 소금 역시 널리 유통되었다. 함경도에서는 원산, 함흥, 성진, 청진, 웅기가 주요 유통 중심지였다. 이들 지역은 자체적으로 소금을 생산하고 있었지만, 해안과 내륙의 수요를 모두 충족하기에는 공급이 충분하였다. 따라서 이 지역들은 정기 해상 항로에 포함된 지리적 조건으로 인해 부산 재제염 유통의 핵심 거점 역할을 하였다.

This study investigated the production and distribution of re-refined salt (Jaejeyeom) in the Busan area during the early 20th century. By analyzing salt import statistics and comparing the production costs of traditional boiled salt (Jayeom) with the retail prices of re-refined salt, the study identified the economic conditions that supported the growth of the re-refined salt industry. Large quantities of imported sun-dried salt entered through Busan Port. Although additional processing and distribution costs were involved, re-refined salt maintained a price advantage, helping it gradually overcome Koreans’ initial reluctance to adopt it. The distribution of Busan’s re-refined salt was primarily focused on Gyeongsang-do and Hamgyeong-do. In Gyeongsang-do, Nakdong river transport played key roles, with major distribution points including Hadan and Sangju along the Nakdong main stream, and nearby tributary regions such as Namji, Changnyeong, Hapcheon, and Milyang. After the opening of the Gyeongbu Railway in 1905, a large amount of salt was also transported to Daegu and Gimcheon via rail, though salt from Incheon also spread widely in northern Gyeongsangnam-do. In Hamgyeong-do, major distribution centers included Wonsan, Hamheung, Seongjin, Cheongjin, and Unggi. Despite producing salt locally, these regions lacked enough supply to meet both coastal and inland demand. Their locations along regular shipping routes made them key hubs for distributing Busan’s re-refined salt.
