본 연구는 2025년 개편된 UNESCO FCS의 가치생성모델을 분석틀로 하여 『원행을묘정리의궤』가 어떤 방식으로 가치를 생산·전달·확장하는지 를 규명하고자 하였다. 이를 위해 『정조실록』 등 1차 사료, 관련 도식 등을 대상으로 한 문헌분석과 현대적 활용 사례 분석을 수행하였다. 연 구 결과, 『정리의궤』는 단순한 그림이나 의례 기록이 아니라, 국가 권위 의 시각적 실행, 유교적 질서의 제도화, 도시·군사·기술·행정 시스템의 표 준화 등 정조의 정치 기획을 실현하고 있음을 확인했다. 생산 단계에서 는 정조의 정치적 기획 아래 규장각·정리소 체계가 작동하며, 효·예·군사 이념이 결합한 상징적·정치적 가치를 창출하였다. 분배 단계에서는 금속 활자 인쇄와 행정 네트워크를 기반으로 도식이 중앙 관청과 지방 관아로 폭넓게 배포되었으며, 시각적 도식들이 국가 운영의 규범과 표준 행정 서식으로 제도화되었다. 수용 단계에서 『정리의궤』의 도식은 19세기 이 후 의례·군사 체계의 표준으로 반복 활용되었고, 21세기에 들어서는 전 시·교육, 화성문화제 등 지역 축제, 온라인 디지털 콘텐츠 등으로 확장되 면서, 기억·문화정체성 형성의 매개로 재해석되었다. 지속 단계에서는 VR·AR·AI 기반의 화성 행차 재현과 디지털 아카이브 구축을 통해 지속 적으로 접근·활용될 수 있는 구조가 형성되었으며, 기록유산의 보존과 공 공적 가치 생성이 강화됨을 확인하였다.
This study analyzes how the Wonhaeng-eulmyo Jeongni Uigwe generates and circulates cultural value by applying the 2025 revised UNESCO FCS Value Generation Model. Using textual analysis of primary sources and contemporary utilization cases, the study demonstrates that the Uigwe is not a simple record of rituals but a cultural system that visualizes royal authority, institutionalizes Confucian order, and standardizes administrative, military, and urban structures under King Jeongjo’s political program. The production stage integrated Jeongjo’s political intentions with the collaborative system of the Gyujanggak and Jeongniso. The distribution stage disseminated the diagrams widely through metal-type printing and administrative networks, embedding them as state norms. In the reception stage, the Uigwe has been continuously reinterpreted across exhibitions, education, festivals, and digital media as a resource for cultural memory. The continuation stage incorporates VR, AR, AI, and digital archiving, enabling sustainable access and reinforcing its public value as living documentary heritage.
